Description
This Call for Solutions is issued under the Army Open Solicitation W9128Z-25-S-A002.
Army Contracting Command – Aberdeen Proving Ground (ACC-APG) in support of the Defense Commissary Agency is seeking for solutions for Planogramming-Assortment Planning SaaS Solution
The Defense Commissary Agency (DeCA) is a component of the Department of War (DoW) that provides enterprise-wide mission support to all United States (U.S.) uniformed services, including the Army, Marine Corps, Navy, Air Force, Space Force, and Coast Guard, in both continental United States (CONUS) and outside of the continental United States (OCONUS) locations. DeCA’s mission is to deliver a vital benefit of the military compensation package that improves quality of life and readiness by providing grocery items at significant savings to military personnel and their families. DeCA operates a global system of 235 commissaries across 45 states, 13 countries, and two U.S. territories, with approximately 3,000 checkout lanes. To support modern retail operations, DeCA requires a robust, integrated planogramming and assortment planning Software-as-a-Service (SaaS) solution that enables data-driven merchandising decisions, optimizes retail space utilization, improves category performance, and supports efficient planogram development, maintenance, and execution across its worldwide network.
DeCA’s Category Management team manages over 200 product categories across approximately 235 globally dispersed store locations. Historically, Category Managers have expended significant manual effort building, updating, and maintaining product assortments and physical planograms. This process is highly complex due to the unique architectural layouts, localized merchandising requirements, and varying store sizes of each individual commissary. To modernize operations, DeCA requires a comprehensive, integrated Planogramming-Assortment Planning Software-as-a-Service (SaaS) solution.
