Notice of Intent to Award a Sole Source Contract
WinEst Software License Renewal
The 319th Contracting Squadron, Grand Forks Air Force Base, intends to award a sole-source, firm-fixed-price contract to Trimble, Inc. This procurement is required in order to provide the WinEst Pro Plus Software license renewals, integrated RSMeans cost assemblies, and annual technical support for the 319th Civil Engineer Squadron (319 CES) at Grand Forks AFB, ND. This procurement is intended to be awarded as a sole source due to the proprietary rights Trimble, Inc. has over the WinEst Cost-Estimating Software source code and database configurations that are utilized in civil engineering estimating systems at Grand Forks AFB. The NAICS for this requirement is 513210 with a size standard of $47.0 Million.
This purchase will be made under authority of 10 U.S.C. 3204(a)(1), as implemented by Revolutionary FAR Overhaul (RFO) 12.102 “Restricting Competition.” This purchase will be made utilizing Simplified Acquisition Procedures as authorized by RFO 12.201-1. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Interested businesses may identify their capability to fulfill this requirement by submitting a capability statement.Documentation submitted shall not exceed 5 pages and must be submitted electronically.
