Synopsis and Solicitation Overview This combined synopsis/solicitation for construction services is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), supplemented with additional information included in this notice. It is being advertised as a Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued. Wage determination: 2015-4543 Scope of Work Department of Homeland Security, United States Coast Guard Base Miami Beach, is accepting proposals for qualified contractors to furnish all crane services, rigging equipment, and operators necessary to safely remove and extract the existing main diesel engines (MDEs) and install new MDEs aboard CGC Kathleen Moore. Services shall comply with applicable Coast Guard specifications, drawings, and safety requirements. Location: United States Coast Guard Base Miami Beach 100 MacArthur CSWY Miami Beach, FL 33139 Site Inspection: It is highly encouraged that bidders inspect the site and verify the scope of work. Operational Considerations: Minimize interference with normal operations (6:30 am to 2:30 pm, Monday to Friday, excluding federal holidays). Work outside these hours requires prior written approval. Notify the Coast Guard one week before starting work. Bulk waste shall be disposed of in contractor-provided dumpsters. Follow OSHA Safety and Health Standards (29 CFR Part 1926). Maintain a written safety plan, assign safety responsibilities, and report accidents promptly. Inspection rights are reserved by the Contracting Officer or their representative. Protect materials and existing structures; damage caused shall be repaired at the contractor’s expense. Contractor personnel shall wear company ID and carry personal ID at all times. Verify utility locations before work; repair any damages at no cost to the government. Follow base regulations, including flag ceremonies, site cleanliness, meal provisions, smoking areas, traffic rules, and security protocols. Notify the Coast Guard one week in advance of utility outages and provide a list of personnel working on base with ID numbers. Use restrooms on the 1st decks of Buildings 3, 4, and 7, maintaining cleanliness. In case of severe weather or disasters, take precautions to secure the site and personnel. No personnel other than the Contracting Officer may alter contract terms or issue change orders. All contractor vehicles and equipment are subject to search; evacuation orders may be issued at any time. Minimize the footprint of the contractor’s laydown area; carpool to reduce vehicle count. Heavy equipment near piers or bulkheads requires prior approval via RFI at least 1 week in advance. Scope of Work Details: Pre-Lift Planning: Develop rigging plan, certify lifting gear, and ensure stability considerations. Crane Operations: Remove existing MDEs, install new engines, and coordinate with the government team.
