The USDA Forest Service is seeking a vendor to extract and transport three large Christmas trees from the George Washington and Jefferson National Forests in Virginia to Washington, DC. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service, CSA East 2 - U.S. Department of Transportation and National Park Service are also involved as recipients - OEMs and Vendors: - No specific OEMs or commercial vendors are named; services are requested from qualified small businesses - Products/Services Requested: - Extraction and transportation of three trees (National Christmas Tree, backup, and USDOT tree) - Trees: #4 (approx. 36 ft), #11 (approx. 34 ft), #12 (approx. 34 ft) - Services include cutting, loading, securing, limb removal, tarping, cribbing, and freight - Use of excavator or similar equipment required - Delivery locations: White House Ellipse (National Park Service) and USDOT headquarters - Unique/Notable Requirements: - Total small business set-aside under NAICS code 115310 - Vendor must prevent damage to trees during extraction and transport - Delivery deadlines: two trees by mid-November, one by end of November - Firm-Fixed-Price contract; evaluation is Lowest Price Technically Acceptable (LPTA) - Active SAM.gov registration and UEI required - Payment via Invoice Processing Platform (IPP) - Possible six-month extension option under FAR 52.217-8

Description

-This will be a Firm-Fixed-Price Contract between the United States ForestService and the prospective vendor

 -Vendors will have an active System for Award Management (SAM) https://sam.gov account at the time of award and provide the sam.gov Unique Identity Identifier (UEI) in their responses.

-Payment is only made via the Invoice Processing Platform (IPP) at: https://www.ipp.for.fiscal.treasury.gov

-Vendors responding to this solicitation shall submit their quote in accordance with Federal Acquisition Regulation (FAR), FAR 52.212-1. Pursuant to FAR 52.212-2, the criteria for evaluations are (1) Price. The basis for award is the Lowest Price Technically Acceptable (LPTA)

-This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through the most current version of the FAR and other applicable laws.
