Description

This is a solicitation for a commercial product prepared in accordance with RFO part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation Number FA930126Q0035 is issued as a Request for Quote (RFQ) to offerors.

BACKGROUND:

This is to replenish the current supply of SOLBERG 3% MIL-SPEC Synthetic Fluorine-Free Foam (SFFF) concentrate and maintain firefighting agent supplies across fire emergency response assets assigned to Edwards AFB. This SFFF is on the Department of Defense Qualified Products List (QPL), is biodegradable, contains no siloxanes or intentionally added per- and polyfluoroalkyl substances (PFAS).

Product service code (PSC) 4210 and North American Industry Classification System (NAICS)

325998 are being considered for this requirement.

Comparative Evaluation

EVALUATION METHODOLOGY

In accordance with RFO 12.203, the Government will utilize a Comparative Evaluation process. Rather than rating or scoring each quotation individually against a rigid, predetermined evaluation rubric, the Government will compare all received quotations directly against one another to identify which submission offers the most advantageous solution.

Interested parties who believe they can meet the requirements for the services described in this solicitation are invited to submit a completed quote. Vendors are required to submit with their response enough information for the Government to evaluate the minimum requirements detailed in the solicitation. Any information provided in response to this solicitation is strictly voluntary; the Government will not pay for information submitted in response to this solicitation. Offerors are to reference the Solicitation Number FA930126Q0035 on all documents that they submit to the Government.  Award will be made using the criteria in RFO 52.212-2 and its Addendum (Attachment 1). Offerors who submit quotes which are missing data or information which is requested herein will be deemed unresponsive and will not be considered for award. Please ensure your company completely provides all information requested herein.
