Page 1 of 3 Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for research services for data engineering, visualizations expertise, and complex algorithm and code production for the Veterans Crisis Line (VCL) Medora and Medoraforce databases with the Oregon Health & Science University (OHSU) for the Portland VA Medical Center.
38 U.S.C. 8153 allows for sole source awards related to research with VA academic affiliates. In this case, the Oregon Health & Science University is the primary academic affiliate for the Portland VA Medical Center and has a separate existing research project that is running in parallel with this study. The advanced research activities for this project aim to reduce the time and resource burden on VCL, OSP/Office of Mental Health clinical operations and VA investigators of creating consistent datasets by making VCL data more automated, consistent, and easily usable to support the VA National Strategy for Preventing Veteran Suicide. To successfully conduct this work, VAPHSRS requires the content expertise, methodological capabilities, cultural competency, and advanced research skills of faculty and staff from its primary academic affiliate, Oregon Health & Science University (OHSU). Since the intent is to procure this on a sole source basis, no solicitation will be posted to SAM.gov on Contract Opportunities. The applicable NAICS code is 518210 with a $40 million size standard. The PSC is DC01. The authority for this action is FAR 6.103-5 Authorized or Require by Statute.
