The U.S. Air Force Nuclear Weapons Center at Hill Air Force Base is seeking specialized commercial transportation services for Propulsion System Rocket Engine (PSRE) assets supporting the Minuteman III weapon system transition. - Government Buyer: - U.S. Air Force Nuclear Weapons Center (AFNWC), Hill Air Force Base - OEMs and Vendors: - No specific OEMs or vendors are named; opportunity is open to qualified commercial logistics providers - Products/Services Requested: - Turnkey 'Transport-as-a-Service' (TaaS) solution for secure, climate-controlled, hazardous material (HAZMAT) highway transport of PSRE assets - Service Readiness, Asset Qualification & Planning (Phase 1): Outfitting transport assets, security/safety integration, environmental system verification, hazard response planning, and validation runs - Operational Transport Services (Phase 2): Recurring transport missions (12-16 shipments annually), asset maintenance, continuous safety/security monitoring, mission planning, on-time delivery, and post-mission reporting - Key Requirements: - Experience and licensing for highly toxic and corrosive HAZMAT transport (including hydrazine hazard response) - Driver pool with active DoD Secret clearances; dual-driver teams required - Fleet capabilities for strict climate control (25°F-115°F) and redundant power systems - Real-time tracking, continuous monitoring, and robust security systems - Sufficient liability and excess cargo insurance to cover high-value national assets - Physical interface verification with government-provided inert PSRE container - Environmental and shock validation runs prior to operational missions - On-time delivery between multiple Air Force bases (Hill AFB, Vandenberg SFB, F.E. Warren AFB, Malmstrom AFB, Minot AFB) - Notable: The government will provide an inert PSRE container and base access for testing; respondents are to review attached documents and provide written feedback addressing specific questions.

This is a Request for Information (RFI) only. This is not a solicitation for proposals and no contract will be awarded from this notice. The Air Force Nuclear Weapons Center (AFNWC) at Hill Air Force Base is conducting market research to identify specialized freight carriers capable of providing a turnkey "Transport-as-a-Service" (TaaS) solution for highly secure, climate-controlled, hazardous material (HAZMAT) cargo.

The Government is evaluating a potential acquisition strategy to procure a commercial transportation service as a low-cost alternative to a full-scale Engineering & Manufacturing Development (EMD) program.

The attached Performance Work Statement (PWS) and "RFI RESPONDENT INSTRUCTIONS Commercial Transport" documents describe the key performance requirements and the specific questions the Government is seeking industry feedback on. Key areas of interest include:

A carrier's experience and licensing for transporting highly toxic/corrosive HAZMAT.

The availability of a driver pool with active DoD Secret clearances.

Fleet capabilities for maintaining strict climate control and providing redundant power.

Sufficient liability and excess cargo insurance to cover high-value national assets.
