Description
This is a Request for Information (RFI) only. This is not a solicitation for proposals and no contract will be awarded from this notice. The Air Force Nuclear Weapons Center (AFNWC) at Hill Air Force Base is conducting market research to identify specialized freight carriers capable of providing a turnkey "Transport-as-a-Service" (TaaS) solution for highly secure, climate-controlled, hazardous material (HAZMAT) cargo.
The Government is evaluating a potential acquisition strategy to procure a commercial transportation service as a low-cost alternative to a full-scale Engineering & Manufacturing Development (EMD) program.
The attached Performance Work Statement (PWS) and "RFI RESPONDENT INSTRUCTIONS Commercial Transport" documents describe the key performance requirements and the specific questions the Government is seeking industry feedback on. Key areas of interest include:
A carrier's experience and licensing for transporting highly toxic/corrosive HAZMAT.
The availability of a driver pool with active DoD Secret clearances.
Fleet capabilities for maintaining strict climate control and providing redundant power.
Sufficient liability and excess cargo insurance to cover high-value national assets.
