The Naval Ordnance Test Unit (NOTU), under the Department of the Navy at Cape Canaveral Air Force Station, is seeking two bullet-resistant guard booths mounted on trailers for use in a marine environment. - Government Buyer: - Department of the Navy, Naval Ordnance Test Unit (NOTU), Cape Canaveral Air Force Station - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Two (2) pre-assembled, pre-finished, and pre-wired 4'x6' aluminum/vinyl guard booths - Bullet-resistant aluminum construction - Insulated walls and roof - Prefinished interior, stainless steel counter, aluminum tread-plate floor - Heavy-duty swing door with lock and glass window - Pre-wired electrical package (UL Listed, NEC-compliant wiring, multiple receptacles, load centers, and lighting) - Front-mounted air conditioning unit - Exterior and interior LED lighting - Salt-resistant materials for marine environment - Each booth mounted on a trailer with: - Welded steel frame, 5'x8' bed, single axle with 6-lug wheels/tires - Brakes, tread-plate platform, swing down step, hand railing - Tongue jack, corner jacks, running lights, 2-inch ball hitch, and safety chains - Unique/Notable Requirements: - Booths and trailers must be suitable for salt/marine environments - Contractors must comply with installation access requirements - No compensation for unscheduled gate closures or delays - No specific brands, part numbers, or OEMs are specified

STATEMENT OF WORK

1.0  Purpose

The Naval Ordnance Test Unit (NOTU) in Cape Canaveral Air Force Station FL, is seeking the purchase two guard shack booths on a trailer with wheels with the following specifications:

2.0 Requirement Specification

Completely pre-assembled, pre-finished and pre-wired 4'x6' Aluminum/Vinyl Guard Booth to include:

- Bullet resistant aluminum construction

- Insulated walls & roof

- Prefinished interior

- Exterior color - whiter

- Stainless steel counter

- 8" overhang with double fascia

- Aluminum tread-plate floor

- One swing door with heavy duty lock and hardware and fixed glass window in upper half

 - Pre-wired electrical package, including Two 120-V double duplex receptacles. One 240V/30amp NEMA L14-30P 4 prong, twist lock supply receptacle. 120/240V, 8 circuit load centers.

- Front mounted A/C

- Four exterior mounted LED floodlights with wall switch

- Ceiling-mounted interior LED light with wall switch

- All electrical components UL Listed

- All wiring per NEC standards

- Booth shall be mounted on a welded steel frame trailer with 5' x 8' bed, single axle with 6-lug wheels/tires.

- Brakes Required.

The guard booth will be placed in proximity to a marine environment, thus the need for salt-resistant materials. If the specifications of the product you offer deviates from ours, please send your quote along with your specs anyway, our personnel will review the specs and decide if it meets their requirements.

3.0 Associated Materials and Components

Trailer should include a tread-plate platform, swing down step, hand railing, tongue jack, corner jacks for leveling, standard running lights, 2 inch ball hitch and safety chains.

5.0  Unscheduled gate closures

Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee's installation driving privileges.

6.0  Recognized Holidays

The following are recognized US holidays. The contractor shall not perform services on these days. The contractor shall provide services between the hours of 0800-1600 on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings.

7.0  Definitions and Acronyms

7.1  Definitions.

7.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or services to the government. The term used in this contract refers to the prime.

7.1.2 CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

7.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.

Government designated by the KO to monitor contractor performance. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

7.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

7.1.5 DELIVERABLE. Anything that can be physically delivered and includes no manufactured things such as meeting minutes or reports.

7.1.6 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the SOW. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

7.1.7 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

7.1.8 QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

7.1.9 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written

document specifying the surveillance methodology to be used for surveillance of contractor performance.

7.1.10 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

7.1.11 SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have probity of contract with the subcontractor.

7.1.12 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

7.1.13 WORK WEEK. Monday through Friday, unless specified otherwise.
