The City of Galveston is seeking qualified firms to provide Investment Advisory and/or Arbitrage Services for its $100+ million investment portfolio. - Government Buyer: - City of Galveston, Department of Finance, Purchasing Division - Scope of Services: - Investment Advisory Services - Non-discretionary portfolio management - Investment advice and execution of securities transactions - Investment reporting and policy review - Arbitrage Services - Review of bond issues and arbitrage computation - IRS filing deadlines, data collection, and analysis - Preparation of reports and IRS forms - Legal opinions on arbitrage rebate liability - Annual meetings to review requirements - Contract Details: - Initial term of three years - Two optional one-year renewals - Pricing proposals may be based on basis points, fixed quarterly fees, annual flat fees, or arbitrage fees - Notable Requirements: - Registered investment advisors with experience in fixed income securities - Compliance with Texas laws - City may award multiple agreements - Encourages participation from Disadvantaged Business Enterprises (DBE), including women and minority-owned businesses - No specific OEMs or vendors are named in the solicitation

Description

The City of Galveston is soliciting sealed proposals for a contract to provide Investment Advisory Services and/or Arbitrage Services. The contract term is three years with two optional one-year renewals. Proposals must be submitted electronically by 2:00 PM CST on October 6, 2026. The City reserves the right to award multiple agreements and to reject any or all proposals. The solicitation encourages participation from Disadvantaged Business Enterprise vendors.
