The City of Galveston is seeking qualified vendors to provide Investment Advisory and/or Arbitrage Services for its Department of Finance. - Government Buyer: - City of Galveston, Department of Finance, Purchasing Division - Services Requested: - Investment Advisory Services for a $100+ million municipal portfolio - Non-discretionary portfolio management - Investment advice and execution of securities transactions - Investment reporting and policy review - Arbitrage Services - Review of municipal bond issues - Arbitrage rebate calculations and compliance with IRS regulations - Data collection, analysis, and preparation of IRS forms - Legal opinions on arbitrage rebate liability - Annual meetings to review requirements - Contract Details: - Initial term of three years - Two optional one-year renewal periods - Pricing proposals may be based on basis points, fixed quarterly fees, annual flat fees, or arbitrage fees - Notable Requirements: - Registered investment advisors with experience in fixed income securities and Texas law compliance - Electronic proposal submission with file size limits - Encouragement of participation from Disadvantaged Business Enterprises (DBEs), including women- and minority-owned businesses - No specific OEMs or product vendors are named; focus is on professional financial services

Description

The City of Galveston is soliciting sealed proposals for a contract to provide Investment Advisory Services and/or Arbitrage Services. The solicitation requires electronic submission of proposals by 2:00 P.M. CST on October 6, 2026. The contract term is three years with two optional one-year renewals. The City reserves the right to award multiple agreements and to reject any or all proposals.
