The Department of the Air Force at Joint Base San Antonio (JBSA), Texas, is seeking a contractor to perform National Board Inspection Code (NBIC) Visual External (VE) inspections on unfired pressure vessels across multiple JBSA locations. - Government Buyer: - Department of the Air Force, 502d CONS/PKAB, 502 CES/CEOER, Engineering Technician Office - Scope of Work: - Perform thirty-eight (38) NBIC Type VE inspections on unfired pressure vessels at JBSA, including Lackland AFB, Fort Sam Houston, and Randolph AFB - Inspections include internal and external visual examinations and ultrasonic thickness testing - Contractor must provide all labor, materials, services, and transportation - Certified personnel meeting NBIC standards are required - Detailed technical plans and inspection reports (AF Form 1222) must be submitted for each vessel - Contractor must notify the government of any unsafe conditions or defects - Quality Control Plan and adherence to safety and access protocols are mandatory - Compliance Requirements: - All work must comply with AFI 32-1068 and the ASME Boiler and Pressure Vessel Code - Inspections are required every three years per regulations - Notable Requirements: - Site visits and strict documentation are required - Award will be made to the lowest priced technically acceptable offeror - No specific OEMs or vendors are named in the solicitation

Description

The contractor shall perform thirty-eight (38) National Board Inspection Code (NBIC) VE inspections on unfired pressure vessels throughout Joint Base San Antonio (JBSA), TX.

The contractor shall provide all labor, services, materials and transportation required to perform VE inspections on pressure vessels across the locations listed below. The goal of this effort is to comply with AFI 32-1068, Heating Systems and Unfired Pressure Vessels and with the Association of American Mechanical Engineers (ASME) Boiler and Pressure Vessel Code which state that unfired pressure vessel inspections (Type VE) will be performed every three years.

Locations: Multiple building across Joint Base San Antonio (JBSA), Texas as indicated below.

1. JBSA - Lackland AFB

2. JBSA - Ft. Sam Houston

3. JBSA - Randolph AFB
