For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractor's facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt. The Contractor must obtain final inspection and acceptance by the Government for all assets within the RTATs established in the subsequent contract. Required RTAT: 90 days after receipt of asset. Throughput Constraint: Contractor must provide a throughput constraint for each NSN(s). Total assets to be repaired monthly after initial delivery commences X/month. A throughput of ##____ per month reflects no throughput constraint. Induction Expiration Date: 365 days after contract award date. Any asset received after this date in days is not authorized for repair without bilateral agreement between the Contractor and NAVSUP WSS Contracting Officer. Reconciliation: A reconciliation modification will be issued after final inspection and acceptance of all assets inducted under the subsequent contract. The parties have agreed to a price (shown on the schedule page) for each unit at the negotiated RTAT. Such prices are based on the Contractor meeting the RTAT requirements described within the schedule page. If the Contractor does not meet the applicable RTAT requirement, consideration will be assessed and subject to negotiation. All contractual documents (i.e., contracts, purchase orders, task orders, delivery orders, and modifications) related to this procurement are considered to be "issued" by the government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The government's acceptance of the contractor's proposal constitutes a bilateral agreement to "issue" contractual documents as detailed herein. Early and incremental deliveries are accepted and preferred. 1. Scope Markings shall be in accordance with MIL-STD-130. Articles to be furnished shall be manufactured, tested, and inspected in accordance with Honeywell International Inc. drawing number (0BFA5), Revision latest, and all details and specifications referenced therein. Unless expressly provided elsewhere, equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or any other manufacturing aid required for manufacture and testing will not be provided by the government and is the sole responsibility of the contractor. If MIL-STD-454 is referenced, the contractor is expected to show compliance with IPC/EIAJ-STD-001C. 2. Applicable Documents - Not Applicable 3. Requirements 1.0 General This Statement of Work (SOW) establishes the criteria for repair and testing/inspection of the subject item, including inspection, component repair, replacement, reassembly, and testing procedures to return units to a serviceable condition. 2.0 Definitions Contractor: The successful offeror awarded a contract, order, or project work order. Overhaul: Disassembled, cleaned, inspected, repaired as necessary, reassembled, tested, and returned to a Ready for Issue (RFI) condition. Repair: Restored to RFI condition by replacing or repairing defective components and tested accordingly. 3.0 Scope The items shall be overhauled, upgraded, repaired, tested, inspected, and accepted per the contract terms. Equipment such as fixtures, jigs, dies, etc., will not be provided by the government unless expressly specified. Repair/Upgrade Requirements: The contractor shall provide necessary facilities, labor, materials, parts, and test equipment to return items to RFI condition, including specific part numbers and manuals. RFI is defined as the condition allowing proper and reliable operation in an operational environment. Repairs must be performed at the facility specified in this SOW, following the referenced drawings and manuals. Changes to manuals, drawings, or specifications require PCO approval, and unapproved changes are at the contractor’s risk. Items determined to be Beyond Economical Repair (BER) require DCMA concurrence, and disposal procedures must be followed for such items. Missing on Induction (MOI): If the received item is missing assemblies, contractor must notify DCMA and obtain verification before proceeding. Replacing Failed or Missing Shop Replaceable Assembly (SRA): Procedures for replacement, including when items are BER, BR, or MOI, are specified. Over and Above Repair (OAR): Repairs exceeding normal scope require prior approval and documentation. 4. Parts and Materials The contractor shall supply all parts and materials unless specified as Government Furnished Material (GFM). All parts must meet latest drawings and specifications and be new unless approved otherwise. Access to updated drawings and specifications must be maintained, and changes require government approval. Control over purchased parts and materials must be established and maintained, with inspection upon receipt documented accordingly. Part cannibalization is not authorized unless specifically approved. 5. Source and Location of Repair Source The contractor shall specify the name and location of the source/division performing the work, including address and cage code. 6. Contractor Quality Requirements The contractor shall establish and maintain a quality system conforming to ISO 9001/SAE AS9100, with prompt detection, correction, and prevention of quality issues. Calibration systems must meet ANSI/NCSL Z540.3, ISO-10012-1, or equivalent standards. 7. Configuration Management (CM) The contractor shall maintain a configuration management plan per NAVSUP WSS provisions. 8. Markings Markings shall comply with the contract specifications when applicable. 9. Storage The contractor shall provide proper enclosed storage for both pending repair items and repaired assets awaiting shipment to prevent damage. 10.
