This opportunity supports the USDA APHIS New World Screwworm Eradication Program with aerial release and air transportation services: - Government Buyer: - US Department of Agriculture (USDA), Animal Plant Health Inspection Services (APHIS), NW Screwworm Dispersal Facility - National Wildlife Service (NWS) also referenced - Services Requested: - Aerial release of sterilized New World Screwworm (NWS) flies using modified fixed-wing aircraft and qualified crews - Installation and maintenance of government-furnished insect release machines - Daily flight operations, flight data logging, and compliance with FAA and Mexican aviation regulations - Air transportation of sterile NWS pupae from production facilities in Pacora, Panama to dispersal centers in Edinburg, Texas and Mexico - Aircraft capable of carrying up to 48 coolers (~16.5 million pupae each), ramping from 100 million to 500 million pupae weekly - Chain-of-custody, customs clearance, and environmental condition maintenance - Return of empty transport coolers for reuse - Flight data logging system (AG-NAV GPS, Windows XP compatible, GIS interface) - Products/Line Items: - Fixed-wing aircraft for pupae transportation - Sterile NWS pupae (100 million weekly, increasing to 500 million) - Transport coolers (55L/80lbs Styrofoam) - Flight data logging system - Mobilization fees, dispersal hourly flight rates, pupae transportation hourly rates, fuel & airport charges - Unique Requirements: - Cross-border operations into Mexico - Compliance with both US (FAA) and Mexican (AFAC) aviation regulations - Safety management, pilot qualifications, and environmental controls - Task orders based on flight hours, with ramp-up in operational capacity through 2028 - Option for mobilization to Arizona - No specific OEMs or commercial vendors are named; technical requirements reference government-furnished equipment and industry-standard aviation systems.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes only solicitation.  Proposals are being requested and a separate written solicitation will not be issued. 

Solicitation number 12639526R0007 is issued as a Request for Proposal (RFP) to establish one or multiple Hybrid T&M and FFP IDIQ commercial contract to support New World Screwworm (NWS) eradication and prevention effort. This contract provides aircraft and crew services for aerial release of sterilized NWS and for transportation of pupae. Pupae will be transported from production facilities (currently in Pacora, Panama) to the dispersal base of operations currently located in Edinburg, Texas. Aerial release base of operations is currently located in Edinburg, Texas. Contractor is expected to perform aerial release along the Texas border into Mexico and in other areas where NWS cases come up. The contractor will work in partnership with USDA APHIS to receive weekly updates regarding the release flight grids and transportation schedule. At any time during the execution of the contract, the number of transportation flights and/or the size of existing dispersal grids, as well as the number of municipalities under treatment, may change, as determined by the COR or his/her designated representative.

This acquisition  is not set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 481219. The small business size standard is $25M  This acquisition is an unrestricted requirement.  All responsible sources may submit a proposal in accordance with solicitation instructions to be considered by the agency. NO LATE PROPOSALS WILL BE ACCEPTED.
