SOURCES SOUGHT/REQUEST FOR INFORMATION FOR SOURCES SOUGHT/REQUEST FOR INFORMATION FOR Radiographic Testing (RT) of a large aluminum weldment for Letterkenny Army Depot (LEAD) The Army Contracting Command, Redstone Arsenal – Letterkenny Army Depot (ACC-RSA-LEAD) is issuing this Request for Information (RFI) and Source Sought announcement to gain information from industry and seek sources capable of and interested in providing radiographic testing (RT) of a large aluminum weldment, approximately 14x11x4 FT and thickness of weld joints 1.5-2.0” (more in some locations). All services will be expected to be performed at LEAD. Service provider will be expected to travel to LEAD within 24 hours notice to perform RT operations. Requirements could range in service timeline required and could be subject to daily needs or perhaps months-long gaps in service. Requirements will be expected to meet list of standards provided. Servicer will be responsible for bringing all required equipment for operation from taking images to evaluating them on-site. Methodology whether film, computer, or digital is permitted and subject to contractor discretion and shot requirements. There will often be real-time need for results with asset production and welding being on-hold until RT is completed. Current production outlook is 18 cabs / units in total. 3 cabs will require 100% RT in compliance with print 12940852 E Redline to include all ~230 shots per cab, even those struck out by the redlines. The other 15 cabs will require RT in compliance with 12940852 E Redline as it is written, ~ 37 shots required per cab. There are provisions in the 12940852 print for sampling plans and rework outcomes which would require additional shots to be taken on failed cab and those that follow. The overall project is expected to span late 2026 through 2031. The purpose of providing this information is to conduct Market Research and identify interested sources capable of inspecting these items. Only vendors who have a current DD Form 2345 – Military Critical Technical Data Agreement on file with Defense Logistics Information Service (DLIS), recent and acceptable NIST rating, and Current DoW contracts are authorized to receive the drawing. The Government has made no decisions about whether a full and open competition will occur. Upon receipt of all responses, the Government will determine its path forward. Company Experience: Describe your company's experience over the last five years in performing radiographic testing (RT) on large aluminum weldments, particularly for military or aerospace applications. Please provide at least two examples of similar projects, including the scope, duration, and customer. 6. On-Site Operations: Detail your experience in setting up and conducting RT operations at a client's facility, specifically at a government or military installation like an Army Depot. 7. Turnaround Time: The requirement states a need for real-time results as asset production will be on hold. Describe your standard process for providing on-site image evaluation and delivering immediate results to production personnel. Shot Execution Plan: Describe your approach to performing the high volume of shots required (approximately 230 shots for the first 3 cabs and 37 for the remaining 15), including how you would manage location marking, setup efficiency, and ensuring full coverage as per print 12940852. Operational & Logistical Capability 14. Rapid Deployment: The government requires service providers to be on-site at Letterkenny Army Depot (LEAD) within 24 hours of notification. Describe your logistical plan to meet this rapid deployment requirement, including personnel and equipment mobilization. 15. Scheduling Flexibility: This project involves an inconsistent workload, with potential for daily needs followed by months-long gaps in service between 2026 and 2031. How would your company manage personnel and resource allocation to accommodate this unpredictable schedule while ensuring availability? 16. Safety Plan: Provide an overview of your company's Radiation Protection Program (RPP) and safety procedures for conducting RT operations on an active production floor, ensuring the safety of both your personnel and nearby government employees. FFP Contract Structuring & Pricing Questions 17. What pricing structure (e.g., FFP per cab, tiered FFP based on shot volume ranges, or a hybrid FFP per-shot / per-weld rate) best accommodates the difference between the 100% baseline cab (~230 shots) and standard cabs (~37 shots)? 18. Per Print 12940852 sampling provisions, weld failures trigger mandatory expansion shots and re-testing on subsequent cabs. How should additional/rework shots be priced (e.g., pre-priced FFP unit price per additional shot/CLIN, or per mobilization event)? 19. Given the requirement for on-site deployment to LEAD within 24 hours followed by potential months-long production gaps, how should mobilization, demobilization, and travel be structured (e.g., separate FFP Mobilization CLIN vs. fully burdened per-unit rate)? 20.
