Description
Pre-Solicitation Notice for the notice of intent to award a sole source contract.
This is not a solicitation. The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) – East in Pittsburgh, PA intends to award on a sole source basis a Firm-Fixed-Price Contract for a one (1) year base period to include two (2) option years to DistillerSR Inc, 450-505 March Road, Ottawa, ON K2K 3 CANADA, to purchase an annual subscription to DistillerSR to support critical steps in the conduct and reporting of systemic reviews performed by the VA Evidence Synthesis Program (ESP). This is a request for a continuing need.
DistillerSR currently is used by the VA ESP at one of its five program sites and VA ESP has a continuing need for it at the existing site and program-wide. DistillerSR possesses unique, proprietary capabilities that are not available in any other known systematic review management platform, making it the only known solution capable of meeting the ESP’s project’s operational, regulatory, and automation requirements. DistillerSR’s Smart Evidence Extraction (SEE) technology provides fully automated, AI‑driven data extraction with explainable outputs, enabling complete and audit‑ready form population without manual intervention. Its Agentic AI architecture combines large language models with a validated, traceable evidence base to ensure reproducible, transparent results that meet federal and regulatory expectations for auditability, including 21 CFR Part 11 compliance. DistillerSR is also the only known system offering integrated, legally compliant full-text retrieval through RightFind, eliminating the need for external procurement workflows.
Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities. The applicable NAICS code is 513210 with a $47 million size standard. The PSC is DA10. The authority for this action is RFO FAR 6.103-1 only one responsible source and no other supplies or services will satisfy agency requirements.
This notice of intent is not a request for competitive quotes. Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required work. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
A determination by the Government not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
The Government will not be responsible for any costs associated with the preparation of responses to this notification.
