Description

The Department of Veterans Affairs, VISN 2 HSA 2.1 Network Contracting Office (NCO) is conducting Market Research through this source sought to help determine the availability of qualified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) and Small Businesses (SB), registered under NAICS code 621511 Medical Laboratories, capable of Human Leukocyte Antigen Testing was well as Courier Services for the Richmond VAMC. 

All interested parties shall provide courier services and laboratory testing services to include specimen requirements, transportation of specimens from Richmond VAMC, processing and analysis of the specimens, report of test results, and consultative services regarding specimen selection, collection, and result interpretation when needed.  (see diagram)

Contractor Responsibilities

(a) Provide relevant testing information upon request for tests performed for our facility. 

(b) Provide storage of samples that may require future testing.

(c) Analyze samples. The contractor shall return the test results to the VA laboratory within established timeframes via fax at 804-675-5518.

(d)  Contractor shall provide the VA laboratory with a means of communication to permit immediate inquiry regarding the status of pending test.

(e) Contractor shall consult with the Richmond VAMC on test results by telephone when urgency of situation requires.

(f) The Richmond VAMC laboratory reserves the right to request the results of any proficiency testing that the contractor subscribes to for testing performed for Richmond VAMC.

(g)  Contractor shall provide monthly invoices via Tungsten for tests provided by the 20th of each month following the month in which the service was delivered.

(h) The testing laboratory will hold a valid CLIA certificate and maintain accreditation through a CMS-approved deemed status program, such as CAP, ASHI, COLA, or The Joint Commission. Documentation shall be provided to Richmond VAMC laboratory upon request.

(i)   The Contractor shall provide transportation/courier services to transport samples from Richmond VAMC to VCU HLA laboratory.
