Description
This is a Notice of Intent, not a separate request for quote. The Government’s solicitation for this requirement is provided through the associated combined synopsis/solicitation.
The Department of Health and Human Services, Office of Mission Acquisition Solutions (OMAS), on behalf of the National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), intends to award a firm-fixed-price contract to Puget Sound Systems, Inc. for the purchase of one Puget Server EPYC 9005 E201-1U High-Performance Compute Server.
The purpose of this requirement is to provide the Laboratory of Biological Modeling with a dedicated high-performance computing server capable of supporting computational and data-intensive biomedical research activities.
The required system consists of an ASUS RS700A-E13-RS12U one-unit rack-mounted server configured with dual AMD EPYC 9845 processors, 768 GB DDR5 ECC registered memory, high-speed NVMe solid-state storage, integrated Ethernet networking, remote management capability, and Ubuntu 24.04 LTS Server Edition.
The server is required to support data processing, computational workflows, and other information technology activities that require greater processing capability, memory capacity, and storage performance than standard desktop computing systems can provide.
The requirement also includes lifetime labor and technical support, three-year parts coverage, and next-business-day replacement parts.
Justification for Single Source
Puget Sound Systems, Inc. is the proposed single source for this requirement and is the only source identified as capable of providing the required server as a fully integrated system meeting the Government’s requirements.
Puget Sound Systems, Inc. provides system-level configuration, integration, and validation of the required hardware components to ensure compatibility, thermal performance, and operational stability under high computational workloads.
The required system includes installation of Ubuntu 24.04 LTS Server Edition, integrated remote management configuration, and all required components, accessories, and power configurations as a single integrated solution.
Puget Sound Systems, Inc. also provides lifetime labor and technical support, three-year parts coverage, and next-business-day parts replacement.
These combined capabilities are necessary to ensure the server operates reliably as a single, fully functional platform and meets the Government’s high-performance computing requirements.
Authority
This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Products and Commercial Services and FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
Submission of Capability Statements
Interested parties capable of providing the same or similar products or services must submit a capability statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
Capability statements must demonstrate the ability to provide a high-performance computing server meeting the Government’s required processing, memory, storage, networking, remote management, operating system, warranty, and technical support requirements.
Capability statements must also demonstrate the ability to provide the required system as a fully integrated solution capable of supporting the Government’s computational and data-processing requirements.
