LACOE is seeking qualified vendors to deliver trauma-informed, evidence-based social-emotional learning (SEL) and life skills services for foster youth ages 11–21 in Short-Term Residential Therapeutic Programs (STRTPs) across Los Angeles County. - Government Buyer: - Los Angeles County Office of Education (LACOE), Controller's Office - Services Requested: - Social-emotional learning workshops and sessions (SEL competencies: self-management, self-awareness, relationship skills, responsible decision-making) - Life skills development programming (independent living, financial literacy, health and wellness, self-advocacy, housing readiness) - Creative expression and arts activities (arts, music, dance, theater) - Safety and prevention education (online safety, exploitation, substance use, peer pressure) - Academic, college, and career readiness support (study skills, postsecondary planning, career exploration, employment readiness) - Unique Requirements: - Services must be trauma-informed, culturally responsive, and evidence-based - Vendors must provide all curriculum, materials, and qualified staff - Staff must meet minimum qualifications (Bachelor's degree or equivalent experience), complete TB testing, DOJ/FBI background checks, trauma-informed practices training, and mandated reporter training - Services delivered on-site, in-home/STRTP, or at LACOE facilities; coordination with LACOE program specialists required - Data collection and cooperation with LACOE evaluations - Strict proposal formatting and mandatory requirements - Contract Structure: - Indefinite-quantity agreement with no guaranteed minimum business - Initial one-year term with up to four additional one-year renewals - Active pool of qualified vendors; service requests may be rotated among awarded vendors - No specific OEMs or vendors are named; opportunity is open to all qualified providers

The Los Angeles County Office of Education (LACOE) is soliciting proposals for social-emotional learning (SEL) and life skills services for at-promise youth in foster care ages 11-21 residing in Short-Term Residential Therapeutic Programs (STRTPs) across Los Angeles County Supervisorial Districts 1 through 5. The services should be trauma-informed, culturally responsive, and evidence-based, aiming to improve youth engagement and progress toward academic, social-emotional, well-being, life skills, career, and postsecondary goals. The contract will be an indefinite-quantity agreement with no guaranteed minimum, initially for one year with up to four one-year renewals. LACOE seeks to select one or more qualified vendors to provide on-site, in-home/STRTP, or LACOE-facility workshops, activities, and services, and maintain an active pool of qualified vendors for future needs.
