The Federal Communications Commission (FCC), Office of Managing Director, Enterprise Acquisition Center, is preparing to procure 96 RF Filters manufactured by VIAVI Solutions Inc. for use by the Enforcement Bureau in 4G/5G cellular frequency field investigations. - OEM Highlight: VIAVI Solutions Inc. is the sole manufacturer specified for all RF filter models - Products Requested: - Eight unique VIAVI Solutions RF Filter models (G700050601, G700050602, G700050603, G700050604, G700050605, G700050606, G700050611, G700050613) - Quantity: 12 units of each model (total 96 units) - Each filter must meet strict technical requirements for passband, insertion loss, attenuation, out-of-band rejection, and environmental tolerance - Procurement Details: - Brand name only (no substitutes accepted) - Firm-fixed-price contract, estimated value $55,000 - Set aside for small businesses under NAICS 334220 - Authorized distributors include Test Equipment Depot and Testmart - Notable Requirements: - Filters must be manufactured, tested, certified, and delivered with quality assurance and protective packaging - Vendor must provide a detailed production and delivery timeline within 5 business days of award - Delivery required within six weeks after receipt of order - No other OEMs or alternative brands are accepted due to technical justification

THIS IS A PRESOLICITATION NOTICE AND NOT A REQUEST FOR A QUOTE (RFQ). 

This presolicitation notice is prepared in accordance with FAR Part 5.101, as revised by the FAR Overhaul and implemented by FCC Class Deviation RFO-2026-05 – Supplement 1, May 8, 2026. This notice is for the procurement of a total of eight (8) unique RF Filters manufactured by VIAVI Solutions Inc. as follows:

4. Model No. G700050604

5. Model No. G700050605

6. Model No. G700050606

7. Model No. G700050611

8. Model No. G700050613

Additional specifications can be found in the attached.

These unique RF Filters are identified as brand name and are essential to the government's requirements. The attached brand name justification for other than full and open competition is hereby applicable.

The proposed contract action will be 100% total small business set-aside under NAICS 334220. The government anticipates issuing a single firm-fixed-price purchase order to the responsible small business quoter whose quotation represents the best value to the government.

Pursuant to simplified procedures of FAR 12.201-1, quotations will be solicited directly to suppliers as the total estimated value of this acquisition is anticipated at or below the Simplified Acquisition Threshold (SAT).  However, all responsible sources may submit a quotation, which will be considered by the agency, no later than 3:00 pm EST, September 17, 2026. Written responses to this notice shall be submitted via email to priscilla.cruz@fcc.gov.
