The USDA Forest Service is seeking a contractor to replace the existing HVAC system at the Cass Job Corps Civilian Conservation Center in Ozark, Arkansas. - Government Buyer: - USDA Forest Service, SPOC East - Cass Job Corps Civilian Conservation Center - Products Requested: - CAS Education Heat Pump (NSN 7540-01-152-8067), quantity: 1 - Replacement HVAC system options: - Split-system heat pump with auxiliary electric heat kit, 7.5-ton capacity - Twinned air handler split heat pump with twinning kit, 7.5-ton capacity - Packaged outdoor heat pump, grade-mounted with auxiliary electric heat, 7.5-ton capacity - Services Requested: - Removal and disposal of existing HVAC system components - Installation of new HVAC system (including duct modifications, electrical work, programmable thermostat) - Third-party electrical inspection - Notable Requirements: - Equipment must meet Energy Star, AHRI 340/360, UL listing, ASHRAE 90.1 standards - Must use refrigerant R454B - Includes labor, materials, permits, inspections, and warranties - Compliance with Buy American and wage rate requirements - Contractor must demonstrate relevant experience and provide a detailed project schedule - Pre-proposal site visit required - No specific OEMs or brands are named; bidders may propose any manufacturer meeting the technical specifications. - All work must be completed within 60 calendar days after notice to proceed.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. 

Solicitation number 12441926Q0047 is issued as a Request for Quotation (RFQ) for Cass Job Corps Civilian Conservation Center CAS Education Heat Pump

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The applicable North American Industry Classification Standard Code is 238220. The small business size standard is $19M. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.

The Government is planning a pre-proposal conference (site visit), during which potential offerors may obtain a better understanding of the work required.

Offerors are encouraged to submit all questions in writing at least two (2) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing.

In order to facilitate conference preparations, contractors must RSVP with the number of attendees no later than 48 hours prior to the start of the site visit. RSVPs must be sent to Michael Fredieu at Michael.Fredieu@usda.gov or (479) 667-0910, and CC Nicholas Zane at nicholas.zane@usda.gov.

Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer.

Offers submitted in response to this solicitation shall include all items listed in AGAR 452.215-71 (c) listed above.
