The City of Port Angeles Public Works & Utilities Department is seeking a qualified contractor for a three-year (2026-2028) power pole inspection, testing, and treatment project. - Government Buyer: - City of Port Angeles, Public Works & Utilities Department, Engineering Office - Scope of Work: - Inspection, testing, and treatment of wood power poles across multiple city zones - Tasks include: - Mobilization - Visual inspection, sounding, boring, and reporting of poles - Partial and full excavation and preservative treatment for both transmission and distribution poles - Pole numbering/tagging - Data collection and reporting using the City's Virtual Project Manager (VPM) system - Estimated quantities per year (examples): - 2026 (Zone 5): 185 reported poles, 22 transmission poles (sound, bore & treat), 551 distribution poles (sound, bore & treat), 787 distribution poles (full excavation & treat) - 2027 (Zone 1): 208 reported poles, 9 transmission poles (sound, bore & treat), 163 distribution poles (sound, bore & treat), 408 distribution poles (full excavation & treat) - 2028 (Zone 2): 366 reported poles, 38 transmission poles (sound, bore & treat), 341 distribution poles (sound, bore & treat), 760 distribution poles (full excavation & treat) - Requirements: - Contractor must be licensed in Washington State and have at least five years of experience in wood pole inspection and treatment - Compliance with EPA, OSHA, WISHA, DOT, and Washington State prevailing wage laws - Use of licensed applicators for preservative treatments - All labor, tools, materials, and data collection devices to be provided by contractor - Work hours: Monday-Friday, 7:00 am to 3:30 pm - Required documentation includes bid security, performance and payment bonds (if over $35,000), non-collusion affidavits, and wage compliance certifications - Budget: - Not-to-exceed $60,000 per year, total contract value up to $180,000 - No specific OEMs or proprietary products are named; opportunity is open to all qualified service providers
