The City of Portage, Indiana is seeking qualified firms to provide comprehensive disaster debris removal and management services for citywide disaster cleanup operations. - Government Buyer: - City of Portage, Indiana - Managed by the Director of Building, Planning, and Community Development - Scope of Services: - Removal and management of disaster debris from rights-of-way, private, commercial, and waterway properties - Hazardous tree and stump removal, including leaning trees and hanging limbs - Debris reduction through grinding, air curtain incineration, and open burn - Haul-out of ash and mulch to final disposal sites - Demolition and removal of eligible structures (RACM and non-RACM) - Management and operation of Debris Management Sites (DMS) - Removal of white goods, electronics, hazardous household waste, abandoned vehicles/vessels, animal carcasses, tires, gasoline-powered tools, silt, mud, and sand - Products/Services Requested: - Multiple line items for debris removal, reduction, hauling, and disposal (see detailed list below) - Technical guidance, administrative support, and on-site management - Unique/Notable Requirements: - Compliance with FEMA Public Assistance Program and federal regulations (Title 2 CFR 200) - Insurance and bonding requirements - Rapid mobilization (24-48 hours after Notice to Proceed) - Pricing based on unit rates for various debris types and activities - Activation of certain services only if authorized by FEMA - Non-exclusive contract; may be used as needed throughout the term - No specific OEMs or vendors are named in the solicitation. - Contract term is one year with two one-year renewal options. - Electronic proposal submission required; proposals binding for 120 days after submission.

Description

The City of Portage is seeking proposals from qualified firms for disaster debris removal and management services. The intent is to establish a qualified firm to be utilized as needed throughout the city for disaster cleanup services. The selection process will comply with Title 2 Code of Federal Regulations (CFR) 200.
