Notice of Intent: Bio-Rad QX200 Droplet Digital PCR (ddPCR) System.

The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price Purchase Order to Bio-rad Laboratories, Inc. under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The National Institutes of Health (NIH), [Institute/Center], intends to solicit and negotiate on a sole-source basis with Bio-rad Laboratories, Inc. for the acquisition of Bio-Rad QX200 Droplet Digital PCR (ddPCR) System.

Bio-Rad Laboratories is the sole manufacturer and provider of the QX200 ddPCR system and its proprietary droplet-based digital PCR technology. The system employs a unique microfluidic droplet partitioning approach that enables absolute quantification of nucleic acid targets with high precision and sensitivity.

No alternative commercially available system provides the specific combination of capabilities.

This notice is not a request for competitive quotations. However, any responsible source, including small business concerns (e.g., 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Women-Owned Small Business, and Small Disadvantaged Business), that believes it can satisfy the Government's requirement may submit a capability statement demonstrating its ability to provide a product that meets the Government's minimum technical requirements. Capability statements must include sufficient documentation to establish the ability to furnish an equivalent system.

A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.

Responses must be submitted via email to vensonm@mail.nih.gov no later than 9:00 a.m. EDT on September 17, 2026. It is anticipated that an award will be issued approximately five (5) days after the closing date of this notice, provided no acceptable capability statements are received.
