NOTICE OF INTENT TO SOLICIT FROM A SINGLE SOURCE

1. Description of Requirement

The Federal Highway Administration (FHWA) Office of Acquisition and Grants Management has a requirement for a comprehensive Connected Vehicle Dataset subscription. The scope demands access to anonymized, high-frequency vehicle telemetry collected from integrated SIM cards and onboard programming in vehicles manufactured after 2019.

Data must be delivered at granular intervals ranging from one to three seconds across the entire continental United States market. The program office intends to utilize this large-scale kinematic and location data to perform safety analytics and operational performance evaluations at innovative intersection and interchange sites.

2. Period of Performance

The contract structure comprises a nine-month base subscription period with an option for one additional nine-month subscription period.

3. Sole Source Justification

Pursuant to FAR 13.106-1(b)(1)(i), the government intends to solicit exclusively from Compass IoT Pty Ltd. Compass IoT possesses proprietary platform capabilities and specialized data pipelines required to stream and aggregate this specific telemetry profile nationally without latency gaps. No other known commercial provider offers the combined interval fidelity (1–3 seconds) and broader geographical market penetration necessary to satisfy the program office's safety valuation criteria.
