The USDA Forest Service (Santa Fe National Forest, Southwest Region) is seeking contractors for the restoration and upgrade of the Barillas Peak and Encino Vista Lookout Towers. - Government Buyer: - USDA Forest Service, Southwest Region, Santa Fe National Forest, CSA Southwest 7 - Scope of Work: - Design, removal, and replacement of the Barillas Peak Lookout Tower cab with a new steel canopy/cab - Installation of a comprehensive lightning protection and grounding system (NFPA 780 and NEC standards) - Installation of a new solar power system (approx. 5.2 kW PV array, 48 VDC battery bank, inverter, backup propane generator) - Interior outfitting: furniture, appliances, fire finder equipment, weather station, kitchen cabinetry, and LED lighting - Mechanized lift/davit system for supply hoisting - Gray-water drainage and plumbing, including new CMU bathroom building - Communications equipment: ANT150F2 VHF antenna, Polyphaser VHF50HN surge protector - Site civil work: trenching, fencing, access road and parking improvements, erosion control, and heliport maintenance - Demolition of existing lookout tower cab and flagpole - Optional bid item: similar lightning protection system installation at Encino Vista Lookout Tower - Services Required: - Project management, phased design submissions (0% to 100%), safety and fire prevention planning, environmental compliance, installation, and site restoration - Unique Requirements: - Certified commercial electric skills - Adherence to NFPA, ANSI, OSHA, and USFS standards - PE-stamped drawings, inspection and testing reports, quality assurance checklists - Seasonal/weather restrictions, erosion control, and invasive weed management - OEMs and Vendors: - No specific OEMs named for major systems; communications equipment references ANT150F2 antenna and Polyphaser VHF50HN surge protector - Quantities: - All major items are lump sum (quantity: 1 per tower) - Period of Performance: - 548 calendar days (~18 months) from Notice to Proceed; work must begin within 10 days of NTP

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 127EAX26Q0069 is issued as a Request for Quotation (RFQ) for the design, removal and replacement of the Barillas Lookout Tower cab with a new cab and lighting protection system. An optional bid item for the Encino Vista Lookout Tower is to replace/install a brand-new comprehensive lightning protection system.
