The USDA Agricultural Research Service (ARS) is seeking a comprehensive service contract for a Bruker 500 MHz NMR Instrument with CryoPlatform, located at the U.S. Dairy Forage Research Center in Madison, WI. - Government Buyer: - U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Midwest Area - U.S. Dairy Forage Research Center - Acquisition and Property Division - OEM Highlight: - Bruker is the sole Original Equipment Manufacturer (OEM) referenced for the NMR instrument - Requested Services: - Comprehensive maintenance and support for the Bruker 500 MHz NMR Instrument with CryoPlatform - Includes unlimited remote desktop support, magnet recovery, remote monitoring, replacement computer installation, Topspin software and firmware updates, priority on-site response within 3 days, planned maintenance, operation qualification, helium refill (helium and labor included), wear and tear parts, and all repair labor and parts - Service Line Items: - Base year service contract (1 unit) - Option year one service contract (1 unit) - Option year two service contract (1 unit) - Option year three service contract (1 unit) - Unique Requirements: - Vendors must provide qualified NMR technicians - Compliance with federal security and data rights standards - Adherence to anti-discrimination and DEI policies - Demonstrated technical capability and past performance - Period of Performance: - Base year plus up to three one-year option periods (total up to four years) - No specific part numbers are provided; all services are for the Bruker 500 MHz NMR Instrument with CryoPlatform.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0969  is issued as a Request for Quotation (RFQ) for Bruker Service Contract.

This acquisition  is not set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 541380  The small business size standard is $19M  This acquisition is an unrestricted requirement.   All responsible sources may submit a quotation which will be considered by the agency. 

See “Attachment 1 – SF-1449” for applicable clauses, instructions, and evaluation criteria. 

In order to be considered for award QUOTERS SHALL SUBMIT ALL OF THE FOLLOWING:

Submit Firm Fixed Price quotation (quote on company letterhead) detailing the service, price for each performance period with the total for base plus all options, and valid for at least 60 days after receipt of quote. Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full. Submit Sam.gov Unique Entity ID (UEI) with quotation.  Past Performance References- Please see Attachment 3- Past Performance document for what is required. Submit Capability Statement and technical documentation showing technical capability to meet or exceed ALL Performance Elements in the Statement of Work or Performance Work Statement.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further consideration.
