NSWC Carderock Division, part of the Department of the Navy, is seeking to procure specialized reflectometer systems and accessories from Surface Optics Corporation (SOC) on a sole source basis. - Procurement is for SOC reflectometers and related calibration accessories to support corrosion testing and coating verification for Navy and Marine Corps applications. - Sole source justification is based on exclusive licensing and unique technical capabilities of SOC products. - Main products requested include: - 3 units of 410-DHR Measurement Head (Directional Hemispherical Reflectance) - 1 unit of 410-Solar Measurement Head (Solar absorptance/reflectance) - 1 unit of ET100 Emissometer Measurement Head (Thermal emittance) - 3 SOC410 Series Command Modules (120 VAC) - 1 Remote Control Unit - 1 Diffuse Calibration Coupon (NIST Traceable) - 1 Specular Calibration Coupon (NIST Traceable) - 4 Specular Gold Calibration Coupons (NIST Traceable) - All items are to be delivered by September 30, 2026, to NSWC Carderock, Bethesda, MD. - NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing). - Interested parties may submit capability statements if they can provide equivalent products, but SOC is the only OEM specified. - Estimated contract value is likely in the $150,000 to $350,000 range based on similar laboratory instrument procurements. - Competing products may include reflectometers and calibration accessories from other scientific instrument manufacturers, but exclusive licensing restricts competition.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available.  The Government intends to solicit with Surface Optics for reflectometers. The NAICS code is 334516and the Small Business Standard is 1000.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260702.  SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 9/18/26, 12PM EST.  This notice of intent is NOT a request for competitive quotes.  However, all responses received by 9/18/26, 12PM EST will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  All responses shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
