NSWC Carderock Division is seeking a sole source contract with AyData for the renewal and maintenance of its DICONDE archive software system. - Procurement covers: - Annual software service/support for the ayData DICONDE archive system - 12 monthly update CDs per year - Five additional user licenses - Contract structure: - Base year plus two option years (up to three years total) - Each year includes service/support and monthly update CDs - Delivery requirements: - Digital delivery for licenses - Physical delivery (mailed CDs) to NSWCCD, Bethesda, MD - Sole source justification: - AyData is the only vendor capable of meeting the requirement - Procurement under FAR 13.106-1(b) - NAICS code: 541519 (Other Computer Related Services) - Commercial opportunity: - Government will consider capability statements from other vendors, but intends to award to AyData unless a suitable alternative is identified - No specific dollar value provided; typical software maintenance contracts of this scope range from $20,000 to $100,000 annually

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available.  The Government intends to solicit with AyData for annual renewal of DICONDE archive software and maintenance. The NAICS code is 541519 and the Small Business Standard is 34 million dollars.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260702.  SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 9/18/26, 12PM EST.  This notice of intent is NOT a request for competitive quotes.  However, all responses received by 9/18/26, 12PM EST will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  All responses shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
