The U.S. Embassy Panama City, under the U.S. Department of State, is seeking enterprise-grade mobile and data services to support official operations. - Government Buyer: - U.S. Department of State, American Embassy Panama City, General Services Office (GSO) - Scope of Services: - Mobile voice calls, SMS, and data services for both basic phones and smartphones/tablets - 4G/LTE and 5G coverage required - Unlimited Plan for smartphones/tablets (fixed monthly rate per line) - Basic Plan (pay-per-use) for calls and SMS - Temporary rental of up to 50 smartphones with SIM/eSIM for events - Support for approximately 470 lines - Key Requirements: - Detailed billing and reporting - 24/7 customer support - Wi-Fi calling and eSIM activation - Network resiliency and international roaming - Compliance with cybersecurity supply chain risk management (C-SCRM Questionnaire, Secure Software Development Attestation Form) - Prohibited technology clauses must be observed - No specific OEMs or brands are named; offerors must be registered in SAM - Contract Structure: - Base year plus two one-year option periods and a six-month extension option

Description

The U.S. Embassy in Panama requires mobile and data services, including voice and text for basic phones and unlimited data service for Smart Phones and Tablets, for official domestic and international use.

The anticipated performance is for a base year, with two one-year option periods, if exercised by the Government. 

The U.S. Government intends to award a contract to the most qualified, responsible offeror representing best value using trade-off evaluation methodology.

The Embassy intends to conduct a pre-quotation conference, and all prospective quoters are invited to attend. Prospective offerors should contact Aranza Gutierrez at (507) 317-5309, or by email to PNMPROCREQ@state.gov for additional information or to arrange access to the virtual meeting.

Quotations are due by 3:00p.m. on Tuesday, October 13th, 2026. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.

Your quotation must be submitted electronically to PNMPROCREQ@state.gov . It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

In order for a quotation to be considered, you must also complete and submit the following: 1. SF-1449 2. Section 1, Pricing 3. Section 5, Representations and Certifications 4. Additional information as required in Section 3 5. The Offeror shall submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11. 6. Notwithstanding FAR 4.203-1(b)(5)(ii), the Contracting Officer has determined that it is in the best interest of the U.S. Government that offerors be registered in the SAM (System for Award Management) database at https://www.sam.gov at the time of submitting a proposal.
