Description
This notice provides the Justification for Other Than Full and Open Competition (JOFOC) supporting the sole‑source award for continued mission operations and systems engineering support required by NASA Goddard Space Flight Center (GSFC) for the Hubble Space Telescope (HST) flight and ground systems. These efforts include operation and maintenance of complex ground and test facilities, ground system and information system support, network and security administration, flight systems engineering, systems integration and test, system management, and flight software maintenance. The required period of performance is July 1, 2026, through September 30, 2027.
NASA/GSFC has extended Contract NNG11FC20C with Lockheed Martin Corporation (LMC) under the authority of 10 U.S.C. 2304(a)(1), “Only one responsible source and no other supplies or services will satisfy agency requirements.” LMC, through Lockheed Martin Space (LMS), possesses unique and mission‑critical HST‑specific knowledge and capabilities necessary to safely and effectively sustain HST operations.
LMC’s engineering team has more than three decades of specialized experience with HST’s observatory performance characteristics, flight and ground software, high‑fidelity spacecraft and instrument models, and mission‑unique operational processes. This depth of experience enables rapid identification and resolution of non‑nominal conditions, effective adaptation to evolving technical requirements, and continued mitigation of spacecraft aging and degradation. Continuity of this expertise is essential to ensuring low‑risk mission support and preserving the high‑quality science operations required to meet HST Program objectives.
