Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the commercial procedures of the Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ, 36C24C26Q0032.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

This acquisition is a total set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The associated North American Industrial Classification System (NAICS) code for this procurement is 519290, with a small business size standard of 1,000 employees.

The FSC/PSC is R605.

The Department of Veterans Affairs, Regional Procurement Office-Central, 1639 Medical Center Parkway, Suite 204, Murfreesboro, TN 371291 is seeking an existing, commercial, off-the-shelf, web-based electronic collection of various eJournals as outlined in the below statement of work.

INSTRUCTIONS TO QUOTERS

(A) Volume I – Technical

The Offeror shall provide documentation demonstrating that its entity is an authorized

reseller or distributor of the journals from the publisher or intellectual property holder.

This documentation will be used to determine technical acceptability. Quotes will be

rated Acceptable or Unacceptable.

(B) Volume II – Price

The Offeror shall submit a firm-fixed-price quote for all items described in the Statement

of Work (SOW). The Government will evaluate price by adding the total of all line-item

prices, including all options and the estimated cost associated with exercising FAR

52.217-8. The Total Evaluated Price will be that sum.

FACTORS TO BE EVALUATED

1. Technical Acceptability

The technical quote will be evaluated to verify submission of the required

authorized reseller/distributor documentation. Technical quotes will be rated

Acceptable or Unacceptable.

2. Price

This acquisition will be evaluated using the Lowest Price Technically Acceptable

(LPTA) methodology. Price, and price alone, will be the deciding factor. Award

will be made to the lowest-priced Offeror whose technical quote is rated

Acceptable.

Evaluation Sequence

To maximize efficiency, the Government may evaluate price first. The technical quote of

the lowest-priced Offeror will then be evaluated. If rated Acceptable, award may be

made without evaluating other quotes. If rated Unacceptable, the Government may

evaluate the technical quote of the next lowest-priced Offeror, and so on.

The Government reserves the right to evaluate all quotes or hold discussions if

determined to be in the Government’s best interest.

Offeror-imposed terms and conditions that deviate from the Government’s material

requirements may result in an Unacceptable rating.

PRICE EVALUATION APPROACH

Firm Fixed Price

The Government will evaluate offers by totaling all line-item prices, including options.

In accordance with FAR 52.217-8, evaluation will also include an additional 6-month

option period priced using the final option period rates. Base year, option periods, and

the additional 6-month extension will be summed to determine the Total Evaluated

Price.

Award will be made to the Lowest Price Technically Acceptable Offeror in accordance

with RFO Part 12.

Responses should contain your best terms, conditions.

To facilitate the award process, all quotes must include a statement regarding the terms

and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in

the award document without modification, deletion, or addition."

OR

"The terms and conditions in the solicitation are acceptable to be included in

the award document with the exception, deletion, or addition of the following:"

Quoters shall list exception(s) and rationale for the exception(s), if any.

The deadline for submissions regarding this RFQ is 1:00PM EST, September 18, 2026, via email at erich.hoffman@va.gov . Quotations received after this date and time will not be reviewed.  Phone calls will not be accepted.

Late submissions shall be treated in accordance with the solicitation provision at RFO 52.212-1(f).
