The City of Fredericton is seeking a single-supplier solution for a long-term body armour program for its police force. - Government Buyer: - City of Fredericton (Local Government) - Fredericton Police - Products Requested: - Complete body armour systems including: - NIJ-certified soft body armour panels (Level II minimum, male, female, custom sizing) - External Load-Bearing Vests (LBV) compatible with armour panels and hard plates - Hard armour plates (NIJ Level III minimum, front and rear) - Identification components and optional accessories (pouches, panels) - Replacement units for all components - Estimated initial quantities: 30 units each of soft body armour panel sets, external carriers, and hard armour plate sets - Services Requested: - Sizing and fitment program (individual fittings, digital sizing, fit verification) - Training for officers and administrators (use, care, maintenance, warranty procedures) - Program administration (account management, order processing, warranty/repair coordination) - Warranty, repair, replacement, and lifecycle support (ballistic incident replacement, Canadian-based support) - Delivery, supply chain, and implementation support - Unique/Notable Requirements: - All products must be NIJ-certified and suitable for daily municipal policing - Supplier must provide fitting, training, and lifecycle management - Compliance with City of Fredericton Supplier Code of Conduct - Mandatory COVID-19 vaccination for onsite personnel - Adherence to information security standards (ISO 27000 or equivalent) - Canadian-based customer support and operational continuity - No specific OEMs or vendors are named; solution must be fully integrated and compatible across all components. - Contract Structure: - Initial contract period of five years, with up to four optional five-year renewals - Firm unit prices for first two years, with annual price adjustments allowed thereafter - Annual performance reviews and program administration required throughout the contract.
