Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice.
This solicitation is a Request For Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01.
The associated North American Industrial Classification System (NAICS) code for this procurement is 337127, Institutional Furniture Manufacturing, with a small business size standard of 500 employees. This combined synopsis/solicitation is issued as 100% total small business set-aside.
The National Transportation Safety Board ’s Office of Research and Engineering (RE) requires laboratory tables to support laboratory instruments, component disassembly, and photographic documentation in the NTSB High-Bay Facility.
All interested companies shall provide quotations for the following:
Supplies
The Contractor shall furnish all management, supervision, labor, materials, equipment, and any other items or services necessary to deliver laboratory furniture in accordance with the requirements specified in RFQ 9531BM26Q0028 Attachment 1 – Laboratory Furniture Specifications and Price Sheet. All furniture must be delivered to the NTSB’s High Bay Facility.

Basis for Award The Government intends to award one (1) purchase order to the responsible Quoter whose quote conforms to the RFQ, will be most advantageous to the Government, price and other non-price factors considered, such that it provides the best value to the Government. Best value is defined as the procurement process that results in the most advantageous acquisition decision for the Government that is performed through an integrated assessment and trade-off analysis between price and non-price factors.
The Government reserves the right to award multiple purchase orders to maximize fulfilling the requirements listed in the RFQ. The Government reserves the right to award a purchase order or multiple purchase orders for individual or multiple items prices in response to this RFQ to maximize fulfilling the requirements listed in the RFQ.
The Government reserves the right to reject any or all Quotes if such action is in the public interest. Under a best value procurement, the NTSB may reasonably determine that the superior capability merits a higher price. The NTSB may also reasonably determine that the Quoter with other than the highest capability in non-price factors is the best value. The Government may waive informalities and minor irregularities in Quotes. The Government reserves the right to award without discussions. Quoters are cautioned that they must submit a best quote with the initial quote.

Electronic Dissemination of Combined Synopsis/Solicitation Access to this RFQ and any amendments will be posted on the System for Award Management (SAM) website at https://sam.gov under Contract Opportunities. All contractors are cautioned that it is their responsibility to frequently check the website to ensure they have received all issued amendments.

The successful Quoter must be registered in the System for Award Management (www.sam.gov) at the time an offer or quotation is submitted in accordance with FAR 4.1102 Policy.
