75-Day Dry Cargo Vessel Charter for Military Ammunition and HAZMAT Transport

This opportunity is a formal solicitation from the Military Sealift Command (MSC), Department of the Navy, for a 75-day dry cargo time charter to support military logistics: - Government Buyer: - Department of the Navy, Military Sealift Command (MSC) - Strategic Sealift Program Support Office, N103A, MSC Norfolk - Scope of Work: - Charter of a U.S. or foreign flag, self-sustaining vessel for worldwide transportation and prepositioning of military cargo - Vessel must carry at least 600 TEUs (Twenty-foot Equivalent Units) of containerized ammunition, hazardous cargo, explosives, ammunition, vehicles, and general cargo - Vessel must meet all regulatory HAZMAT compatibility and segregation requirements - Minimum laden speed of 13 knots required - Vessel must be self-sustaining (able to load/unload without shore-side assistance) - Includes provision of supercargo, lashing gear, spreader bar, segregation of munitions, vessel certificates, stow plan, and fully bunkered status - Notable Requirements: - Government inspection rights and reporting per COMSCINST 3121.9 - Fuel consumption reporting/testing - Readiness/off-hire provisions - Force protection measures (up to 12 armed personnel); possible contractor security team if called out - Reimbursable shipment coordination for DRAKE c-UAS system if requested - Place of Performance: - Military Ocean Terminal Sunny Point, NC (delivery/redelivery) - Potential operations worldwide (e.g., Gibraltar, Spain, New York, Norfolk, San Diego) - Set-Aside: - 100% small business set-aside under NAICS 483111 - OEMs and Vendors: - No specific OEMs or vessel manufacturers are named; open to qualified vessel owners/operators - Period of Performance: - Base period of approximately 75 days, with three additional 75-day option periods - Submission Requirements: - Ship name, price, and signature required for proposal submission - Additional Details: - Hire is earned every 15 days during the charter period - Options may be exercised at the Charterer’s sole discretion
