Notice of Intent: Sole Source Snow Peak Communications Site LeaseOverviewThe Bureau of Land Management (BLM) California State Office. The contractor or site owner shall provide land use, access, infrastructure, and utilities necessary to support BLM-owned communications equipment and ensure uninterrupted radio communications services critical to employee safety and mission operations.Sole Source Contract AnnouncementThis notice informs the public of BLM¿s intent to award a sole source contract to provide land use, access, infrastructure and utilities necessary to support BLM-owned communications equipment and ensure uninterrupted radio communications services critical to employee safety and mission operations. The contract will be awarded in accordance with Revolutionary FAR Overhaul (RFO) 5.301(b)/5.101(b)(i) and will utilize Simplified Acquisition Procedures as authorized by RFO 6.103-1(b) under 10 U.S.C. 3204(a)(1). This statute authorizes sole source procurement when the property or services required are available only from one responsible source, or from a limited number of responsible sources, and no other type of property or services will satisfy the agency¿s needs.Justification for Sole SourceThe sole source vendor owns and operates the building where the equipment is located. The site is located at 11401 Raywood Flat Road, Morongo Valley, CA 92256. The Snow Peak site is unique, geographically strategic location with existing infrastructure that supports field going personnel. No alternative sites in the vicinity meet the operational requirements due to the terrain and elevation of Snow Peak which provide critical connectivity. The existing infrastructure investments at this site would be cost-prohibitive to replicate elsewhere. Dependency or uninterrupted services currently provided through this site are vital to employee and public safety. Event DetailsThe anticipated contract will be a firm fixed price agreement, scheduled between 09/15/2026- and 09/25/2026. The associated NAICS code for this requirement is 531190, which covers establishments primarily engaged in acting as lessors of real estate (except buildings), such as manufactured home (i.e., mobile home) sites, vacant lots, and grazing land. The size standard for this NAICS code is $47,000,000.The attached sole source justification is available for review. Currently, no solicitation documents exist for this procurement.Public Notification and Response ProcedureThis notice of intent is not a request for competitive quotes or offers, and no solicitation package is available. The government retains sole discretion regarding whether to compete with this proposed contract.
