The Headquarters Pacific Air Forces Command Surgeon General's Office is seeking to procure a Small Unmanned Aircraft System (sUAS) for medical logistics and blood delivery in the Indo-Pacific region. - Government Buyer: - Department of Defense, Pacific Air Forces Command, Surgeon General's Office - Products/Services Requested: - Small Unmanned Aircraft System (sUAS) - Autonomous/programmable - Vertical takeoff and landing (VTOL) - Payload capacity up to 65 kg (82 cm x 60 cm x 51 cm) - Removable battery with 30 km range per charge - Includes extra batteries (enough for two complete swap outs) - Battery chargers - Standard spare parts kit (for parts needing replacement within months or flight hours) - Software and non-standard hardware for control/programming - Training for sUAS operation and maintenance - Training for 2 personnel at vendor facility or vendor team to train 6 personnel at Hickam AFB, Hawaii - Delivery, installation, user manuals, maintenance guides, and inventory lists - Routine maintenance support as described in vendor-provided training - Unique/Notable Requirements: - sUAS must comply with FY 2020 NDAA (Section 848) and FY 2024 NDAA (Section 1821-1825) for DOW sUAS acquisitions - Delivery required within 6 months after contract award to meet mission-critical timelines - No specific OEMs, part numbers, or named vendors are provided in the solicitation.

Description

 Small Unmanned Aircraft System (sUAS):    1. Regulatory Requirements:       a. Meets requirements for DOW sUAS acquisitions IAW FY 2020 NDAA (Section 848) and FY 2024 NDAA (Section 1821-1825).   2.Technology and Capacity Requirements:        a. Autonomous/programmable (can operate without direct/continuous pilot inputs)       b. Vertical takeoff and landing        c. Carry a payload up to 65 kg, with dimensions of up to 82 cm x 60 cm x 51 cm       d. Powered by a removable battery with a range of up to 30 km on one charge       e. Include extra batteries (enough for 2 complete swap outs) and battery chargers       f. Standard spare parts kit(any parts that will need replaced within a certain number of months or flight hours after purchase and use of the sUAS)        g. Any software needed to control/program drone          h. Any non-standard hardware needed to control/program drone (if software can't be connected to commercial laptop or mobile device)          i. Training for 2 personnel to be trained at vendor facility or cost for vendor training team to come to Hickam, AFB Hawaii to train team of 4 personnel on drone operation and maintenance   3. Maintenance Requirements:          a. Charging batteries          b. Replacing parts from the included spare parts kit          c. All other routine maintenance as described in the vendor provided training course      4. Delivery and Installation Requirements:           a. Delivery 180 days after date of contract          b. Include detailed user manuals, maintenance guides, and inventory lists for all components.
