The U.S. Coast Guard Aviation Logistics Center (ALC) is seeking repair services for Inertial, EMB GPS units used on HC-130J aircraft. - Government Buyer: - U.S. Coast Guard, Aviation Logistics Center (Elizabeth City, NC) - OEMs and Vendors: - Honeywell (CAGE: 0BFA5) is the named OEM - Only Honeywell OEM Certified Repair Facilities or Honeywell Authorized Channel Partners are eligible - Products/Services Requested: - Repair of Inertial, EMB GPS units (NSN: 1680-01-HS3-0057, Part Number: 34209700-WN7B-001) - Initial order: 4 units - Option to increase: Up to 8 units total within 365 days - Services include parts, labor, materials, tooling, test equipment, and facilities to restore components to Ready for Issue (RFI) condition - Separate pricing for Service Bulletins or Unusual Damage - Beyond Economic Repair/No Fault Found service for the same part number - Unique/Notable Requirements: - Sole source procurement to Honeywell or OEM-approved entities - Repairs must comply with OEM technical directives - Contractor must provide airworthiness certification and quality assurance documentation - No technical drawings or schematics provided by the government - Delivery is dock-to-dock; no customs/import fees reimbursed - Authorization documentation required for channel partners - Changes affecting certification status must be reported immediately

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QH0000108 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of April 27, 2026, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190.  The small business size standard is $40,000,000.00. This is an unrestricted requirement.  All responsible sources may submit a quotation which shall be considered by the agency.  It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis to the manufacturer, Honeywell (CAGE: 0BFA5) or an OEM approved repair facility or an OEM Authorized Channel Partner, for the repair of Inertial, EMB GPS.

It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis as a result of this synopsis/solicitation for the items found on Attachment 3 – SCHEDULE - 70Z03826QH0000108. Concerns having the expertise and required capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation. 

NOTE: No drawings, specifications, or schematics are available from this agency.

The USCG intends to issue an order for a quantity of four (4) each. Per FAR 52.217-6 Option for Increased Quantity, the USCG may increase the quantity by four (4) each, for a maximum quantity of eight (8) each at the same unit price as the original order, for up to three hundred and sixty-five (365) days after the initial award date. The Contracting Officer will issue a unilateral modification if the USCG chooses to exercise this option.
