SOURCES SOUGHT FOR DESIGN-BUILD, P713 A SCHOOL DORMITORY REPLACEMENT, NAVAL STATION GREAT LAKES, GREAT LAKES, ILLINOIS

This is a sources sought notice only. This is not a request for proposal, request for quote, or invitation for bid. There will not be a solicitation, specifications, or drawings available at this time.

The intent of this notice is to conduct market research to determine if sources capable of satisfying this agency’s requirements exist.

The Naval Facilities Engineering Systems Command, Mid-Atlantic, is seeking eligible small business firms capable of performing construction services for DB P713 A School Dormitory Replacement, Naval Station Great Lakes, Illinois.

All service-disabled veteran-owned small businesses (SDVOSB), certified HUBZone, certified 8(a), women-owned small businesses (WOSB), and small businesses are encouraged to respond. Upon review of industry responses, the Government will determine whether set-aside procurement is in the Government’s best interest. Large business submittals will not be considered. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

The information provided in this notice is subject to change and does not bind the Government to solicit or award a contract. No drawings or specifications will be made available at this time. Feedback regarding the decision to set aside or not will be provided via pre-solicitation synopsis or solicitation. All submitted information will be kept confidential and used only for its intended purpose.

General Work Requirements:

The project will be prepared in two phases under one contract.

Project Title: DB P713 A School Dormitory Replacement, Naval Station Great Lakes, Illinois

This project involves constructing a multi-story Unaccompanied Housing facility for A-School students who are required to live on base. It will provide 308 two-person modules, accommodating 616 students in the standard 2+0 configuration (two persons per room with shared bathroom). The construction will be concrete framed with masonry walls, a sloped metal roof supported by shallow foundations on strengthened soil. Community and service core areas will include laundry facilities, lounges, administrative offices, housekeeping areas, and public restrooms.

The estimated price range for this project is between $100,000,000 and $250,000,000.

This is a new procurement; it does not replace an existing contract. No prior contract information exists.

The anticipated award date is May 2027.

The NAICS code for this project is 236220 — Commercial and Institutional Building Construction, with a small business size standard of $45 million.

If the solicitation is set aside for small business firms, it will include FAR clause 52.219-14 (Deviation 2026-O0038), Limitations on Subcontracting. If adequate interest is not received from small business concerns, the solicitation will be issued as unrestricted without further notice.

The following information must be provided: Contractor Information: Contact details, including Unique Entity Identifier (UEI) and CAGE Code. Type of Business: Indicate whether your firm is a Small Business, SBA certified 8(a), HUBZone, Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned Small Business, or Women-Owned Small Business. Bonding Capacity: Surety’s name, maximum bonding capacity per project, and total bonding capacity. Construction Experience: Submit 3 to 5 relevant projects demonstrating experience in similar size, scope, and complexity. Experience of subcontractors will not be considered unless under specific CFR provisions. Each project description should be limited to two pages, clearly identifying scope, cost, and relevance.

A relevant project is defined as a construction project performed under a single task order or contract, completed within the last seven years, with a final construction cost of at least $50 million or 100,000 square feet, involving comprehensive, whole-building construction of a multi-story institutional or lodging facility, including design-build experience.

Responses to this Sources Sought will inform acquisition decisions. The Government is not obligated to pay for any information submitted. The Capabilities Statement is not a proposal but a demonstration of experience and capability. Submission is not mandatory but helpful.
