CGC ALEX HALEY availability requires procurement of Government-furnished equipment (GFE) to support Work Item 37, Rudder Stock Remove, Inspect, & Repair. This procurement provides the GFE lower rudder bearings required to support removal, inspection, repair, and reassembly of the port and starboard rudders and rudder stocks.

The required GFE consists of the parts identified in 3.0 Required Parts, specifically two Thordon lower bearings, approximately 18.4-inch outside diameter by 15.4-inch inside diameter by 38.1-inch long, Part Number F6875573087. These bearings are required to support the rudder stock lower bearing assembly work and may be installed in place of existing equipment if bearing renewal is directed or required based on inspection results.

Timely procurement and availability of these GFE bearings is critical to support rudder removal, rudder stock inspection, upper bearing repairs, lower bearing inspection, rudder reassembly, alignment, operational testing, and completion of the work item during the scheduled availability.

Required period of performance: Work must be completed within 10 days of contract award.

The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

• Technical Capability (Pass/Fail) • Past Performance (Pass/Fail) • Total Price

A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price.

To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable.

The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work. Offerors without recent or relevant past performance will be assessed as "Neutral" and considered acceptable for award. Past performance demonstrating marginal or below performance is unacceptable.

Offerors shall identify all subcontractors anticipated to perform work under this contract. For each subcontractor, the offeror shall provide the subcontractor’s name, address, point of contact, phone number, the specific work items/specifications they will perform, and the percentage of work they will execute.

Offerors must submit a quotation that clearly identifies the items offered and demonstrates compliance with the stated requirements. Submissions must be complete, clear, and presented in a format that allows effective evaluation by the Government. Submit all questions via email to the points of contact identified in this notice. The Government will not accept telephone inquiries.

Submit offers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing the services, including but not limited to labor, materials, equipment, supervision, transportation, and any other costs. The Government may consider offers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate offers and make award without discussions; therefore, offerors should submit their best offer with initial submission.

The Statement of Work, market research report, and the list of applicable FAR provisions and clauses are attached to this notice.
