The USDA Forest Service is seeking contractors to perform boundary line maintenance services for the Kisatchie National Forest in Louisiana. - Government Buyer: - United States Department of Agriculture (USDA) Forest Service - Kisatchie National Forest, Caney Ranger District, Catahoula Ranger District - CSA EAST 1 office, Atlanta, GA - Scope of Work: - Maintenance of property boundaries, including painting and GPS marking of 22.5 miles (Caney Ranger District) and 28.6 miles (Catahoula Ranger District) - Identification and maintenance of land/property corners - Replacement of Forest Service-provided property boundary signs, land survey monument signs, bearing tree tags, and treated wood/metal posts - Clearing brush along boundary lines - Preparation of Form 7100-52, Corner Record, for each property corner maintained - Deliverables include digital and hard copy boundary maintenance records and photographs - Products and Materials: - Red Boundary Mark Paint (Nelson "Boundary Mark Paint" or equivalent; aerosol paint not acceptable) - Paint brushes - Blank Corner Record Cards (Form 7100-52) - Property Boundary Signs (#54-2, #54-7, #54-9, #54-3) - Bearing Tree Tags and Signs - Treated wood and metal posts - Aluminum nails (contractor furnished) - Waterproof hardbound field notebooks (contractor furnished) - Unique Requirements: - Contractor must provide all labor, materials, equipment, tools, transportation, supervision, and expertise - Coordination and notification of adjoining landowners as needed - Compliance with federal anti-discrimination laws and DEI policies - Site visits encouraged to understand project complexities - Evaluation Criteria: - Firm-fixed price purchase order - Lowest price technically acceptable - Period of Performance: - October 5, 2026 to February 26, 2027 (delivery by February 28, 2027) - No specific OEMs or commercial vendors are named; Nelson Paint is referenced as an example for boundary mark paint.

Description

The contractor shall provide all materials, labor, equipment, tools, transportation, supervision, expertise, and other incidentals necessary, except as otherwise provided, to successfully complete property boundary maintenance services as described in the attachments.

The work may include, but is not limited to:  Maintenance of previously marked property lines of Forest Service administered lands.  Identification and maintenance of land and/or property corners.  Replace Forest provided Property Boundary Signs, Land Survey Monument Signs, and Bearing Tree Tags as required.  Preparation of Form 7100-52, Corner Record, for each Forest Service property corner as maintained.

No site visit is scheduled. Project area is on Forest Service Lands and is open to the public. It is highly reccomended offerors vist project areas to gain understaning of the sites and thier complexities.

This is a new requirement there is no incumbent.

The Government will evaluate quotations based on the lowest price technically acceptable criteria. Only the lowest priced offer will be evaluated for Technical Acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer until the lowest price, technically acceptable offer with acceptable or neutral past performance is identified.
