Fleet Readiness Center Southeast (FRCSE) in Jacksonville, FL is seeking to establish a sole source Blanket Purchase Agreement (BPA) with Evoqua Water Technologies for industrial wastewater treatment vessels and related services. - The requirement supports hazardous process water pretreatment and removal of RCRA metals from Buildings 780, 794, and 799. - Evoqua Water Technologies is the only vendor identified for this opportunity. - Contractor must provide all personnel, equipment, tank supplies, transportation, materials, supervision, and other items necessary for delivery, receipt, and processing of regulated waste. - All services must comply with RCRA requirements and Federal Regulations 40CFR268. - Contractor's handling and disposal facilities must comply with 40 CFR § 268.41. - The government will handle installation and plant operations; contractor is not authorized to install or place portable vessels in service. - Interested parties must submit proof of proper RCRA permit to be considered responsible. - This is a sole source procurement; commercial competitors may submit proof of compliance for consideration.

Description

Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a Blanket Purchase Agreement (BPA) to Evoqua Water Technologies 2430 Rose Place, Roseville, MN 55113 (Cage: 4WJX0) on a sole source basis in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102(a), only one source reasonably available and no other supplies or services will satisfy agency requirements.

Fleet Readiness Center Southeast (FRCSE), located in Jacksonville, FL, is an industrial facility that reworks, repairs, and overhauls various aircraft, engines, and components in support of Naval Air Systems Command (NAVAIR). Many of the rework processes generate hazardous industrial process water that requires pretreatment prior to introduction into the bulk sanitary system. This industrial water contains various levels of Resource Conservation and Recovery Act (RCRA) Metals that are removed as part of the pretreatment process. FRCSE requires vessels that fit current plant configurations to support the water treatment operations located in the following areas: Building 780 utilizes two (2) treatment operations for industrial wastewater treatment, Building 794 utilizes point source treatment processes for complex cyanide removal and deionizing water production, and Building 799 utilizes two (2) treatment operations for industrial wastewater treatment. The contractor shall provide all personnel, equipment, tank supplies, transportation, materials, supervision, and other items necessary to deliver, receive, and process regulated waste with RCRA requirements. The contractors handling and disposal facilities of exhausted media shall comply with Federal Regulations 40CFR268 as stated in 40 CFR § 268.41 - Treatment standards expressed as concentrations in waste extract. The Government will be responsible for the actual hookup and installation of the vessels and all plant operations. The Contractor is not authorized to install or place portable vessels in service.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which if received within seven (7) calendar days after the date of publication of this synopsis, will be considered. In order to be found responsible, proof of the proper RCRA permit must be included in the interested party’s response to this notice of intent. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
