This opportunity seeks comprehensive industrial water treatment and analysis services for Wright-Patterson Air Force Base (WPAFB), Ohio. - Government Buyer: - U.S. Air Force, 88th Air Base Wing, Civil Engineering, and Air Force Life Cycle Management Center (AFLCMC), 88 CEG CC, AFLCMC PZIO - Scope of Services: - Water treatment and testing for: - Cooling towers - Package boilers - High temperature hot water central heating plants - Central steam plants - Heat exchanger heating systems - Closed loop systems - Medical Center facilities - Routine and non-routine testing, inspections, and reporting - Provision of personnel, equipment, chemicals (e.g., sodium sulfite, caustic flake, sodium polymethacrylate), and laboratory support - Specialized analyses: metallurgical, embrittlement, resin, and steam purity analyses, plus technical studies - Compliance with ASME and CTI standards - Detailed reporting: weekly, quarterly, and annual reports with trend analysis and corrective recommendations - Quantities: - Recurring monthly services for cooling towers and heating systems (12 per year each) - Multiple annual and per-unit analyses (e.g., metallurgical, resin, embrittlement, steam purity) - Unique Requirements: - Contractor must deliver chemicals to points of use and provide consultation - Services must align with seasonal heating and cooling periods, with year-round monitoring - Payment is based on actual quantities furnished under a firm fixed price and requirements-based contract - Contract duration up to 5 years and 6 months, with base and option periods - No specific OEMs or proprietary products are named; open to qualified service providers

Description

COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation, which is expected to result in award of a Firm Fixed Price contract for commercial services, to provide industrial water treatment of cooling towers, package boilers, high temperature water (HTHW) central heating plan, central steam plant, heat exchanger heating systems and closed loop systems at Wright-Patterson Air Force Base (WPAFB). Please see the attachment 3 – PWS Industrial Water Testing & Treatment for further description.

The synopsis is prepared in accordance with the format in the Revolutionary FAR Overhaul (RFO), Subpart 12.2 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsis; (2) that receives a rating of “Acceptable” on the Technical factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Proposal evaluation does not permit tradeoffs between price and non-price factors. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.
