Description

This is a Combined Synopsis/Solicitation for the acquisition of Brand Name or Equal Data Acquisition System.

This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. A quotation is requested, and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are in effect through the Revolutionary Federal Acquisition Regulations Overhaul (RFO) 2026-1, R-DFARS Change 03/09/2026, and Class Deviation 2026-O0015. THIS REQUIREMENT WILL BE: Firm-Fixed Price Purchase Order to a Small Business. The North American Industry Classification System (NAICS) number for this acquisition is 334515 with a size standard of 750 employees. Delivery: Period of Performance/Lead time will be 3 Weeks ARO. FOB Destination to Edwards AFB, CA 93524. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (DEV-O0038), applies to this acquisition. 1. Basis for Award: The provision at 52.212-2, Evaluation—Commercial Products and Commercial Services, is applicable. The Government will award a purchase order resulting from this RFQ to upon a determination by the Contracting Officer that the proposed price is fair and reasonable.

2. Offerors shall include complete copies of all applicable provisions. Offers will be considered incomplete if these are not included with the quote. The Offeror shall ensure their annual representations and certifications are current on the System for Award Management (SAM) website at https://www.sam.gov.

3. The clause at 52.212-4, Terms and Conditions—Commercial Products and Commercial Services (DEV 2026-O0038), applies to this acquisition.

4. Additional Contract Requirement or Terms and Conditions: Please find the complete list of applicable provisions and clauses in the attached solicitation document. Pursuant to new RFO procedures, 52.212-5 is no longer utilized, and all applicable statutory and executive order clauses have been explicitly incorporated by reference or full text in the attachment.

6. Quote Submission Information: It is the government’s intent to award without discussions. Therefore, the initial quote should contain the offeror’s best terms from a price and technical standpoint.
