FEMA's Mobile Emergency Response Support (MERS) Bothell is soliciting proposals for the supply and installation of new commercial truck and trailer tires, along with comprehensive tire replacement services, for its government fleet in Washington. - Government Buyer: - Federal Emergency Management Agency (FEMA), Mobile Emergency Response Support (MERS) Bothell - Products Requested: - 132 new, unused commercial truck and trailer tires in various sizes and load ranges, including: - 11R22.5 H (Steer/all-position: 12; Drive/heavy traction: 36) - 225/70R19.5 G (All-position: 14) - 12R22.5 H (Steer/all-position: 2) - 245/75R19.5 G (Steer/all-position: 3; Drive/heavy traction: 4) - 285/70R19.5 H (All-position: 9) - ST205/75R15 D (Trailer: 6) - ST225/75R15 E (Trailer: 16) - LT235/75R16 G (Trailer: 5) - 255/70R22.5 H (Trailer: 8) - Services Requested: - Removal of existing tires - Mounting and installation of new tires - Spin balancing - Installation of new metal valve stems - Labor for tire replacement - Disposal of removed tires in accordance with regulations - Cleaning of work area and service documentation - Unique/Notable Requirements: - All tires must be new, unused, and American-made where available - Tires must meet DOT and manufacturer standards - Used, retreaded, recapped, regrooved, blemished, or previously mounted tires are not permitted unless specifically authorized in writing - Contractor must be located within 30 miles of the FEMA MERS Bothell office - Firm-fixed-price contract with a 90-day period of performance - No specific OEMs or brands are mandated, but major commercial tire manufacturers are likely to be considered.

Description

This is a Request for Proposal for new, unused tires and related tire replacement services for Government vehicles and trailers identified by FEMA MERS Bothell. Services may be performed at the Contractor’s location or at the FEMA location, as coordinated with the Government.

The Contractor shall:

Be located within 30 miles of the FEMA MERS Bothell office. Provide new commercial truck and trailer tires in the required sizes, load ranges, and quantities. Remove existing tires from designated vehicles and trailers. Mount and install new tires. Spin balance tires where required. Provide and install new metal valve stems where required. Provide all labor necessary for tire replacement services. Dispose of removed tires in accordance with applicable Federal, state, and local requirements. Coordinate all work with the Government Point of Contact.

The Contractor shall not provide used, retreaded, recapped, regrooved, blemished, or previously mounted tires unless specifically authorized in writing by the Contracting Officer.

See attached Statement of Work for additional details. The proposals will be evaluated based on lowest priced technically acceptable in accordance with the Statement of Work.
