The Metropolitan Area Planning Council (MAPC), on behalf of the Central Transportation Planning Staff (CTPS) for the Boston Region Metropolitan Planning Organization (MPO), is seeking a qualified consultant to support the advancement of regional travel demand modeling. - Government Buyer: - Metropolitan Area Planning Council (MAPC), acting as fiduciary for CTPS, Boston Region MPO - Scope of Work: - Expert consultant services for development, enhancement, and strategic advancement of the MPO's travel demand modeling capabilities - Update and re-estimate the statutory trip-based model (TDM28) using recent Massachusetts household survey data - Implement a high-performance, trip-based structure and calibrate to post-pandemic highway and transit data - Refine and advance the TDMx Exploratory Model platform using open-source ActivitySim software - Integrate TDM28 with ActivitySim for TDMx, enabling testing of uncertainties such as vehicle automation and supporting future statutory Activity-Based Model (TDM33) - Project management, model design review, estimation, calibration, implementation, validation, and workflow definition - Products/Services Requested: - Consultant services for travel demand model development and support - Unique/Notable Requirements: - Expertise in travel demand modeling, ActivitySim, and integration with TransCAD - Ability to meet statutory and stakeholder requirements for the Boston Region MPO - Deliverables due by end of September 2027; TDM28 must be ready for 2028 Long-Range Transportation Plan analysis - No specific OEMs or commercial vendors are named; open-source software (ActivitySim) is a key platform - Estimated contract value up to $225,000

Description

The solicitation is for a modeling consultant to support travel demand modeling capabilities for the Boston Region Metropolitan Planning Organization (MPO).
