This procurement seeks to acquire specialized tool storage trailers for the B-21 Program at Ellsworth Air Force Base. - Government Buyer: - U.S. Air Force, FA4690 28 CONS PKC office, Ellsworth AFB, South Dakota - OEMs and Vendors: - Champion Tool Storage (brand-name only requirement) - Products/Services Requested: - Sixteen (16) Champion Tool Storage trailers (CTK trailers) - Must meet detailed salient characteristics, including: - Weatherproof FMExtreme 3TR trailer design - External dimensions: 144" L x 88" H x 60" D - Heavy-duty steel welded construction, forklift pockets, pneumatic wheels, tie-down rings, and electrical outlets - Weather-resistant full-width roll-up doors, divided storage for ladders and tools - Secured 6-drawer toolbox with stainless steel worktop, open shelving, cube storage, and ladder storage for multiple ladder sizes - Color: Haze Gray; includes torque wrench test plate - Freight for delivery to Ellsworth AFB - Unique/Notable Requirements: - Brand-name only: Only Champion Tool Storage trailers are acceptable; no substitutions - Vendors must comply with all technical specifications and provide documentation as outlined in the solicitation and attachments - Delivery required within 120 calendar days of award - Trailers are intended for secure transport and operational utility in support of the B-21 Program

This is a combined synopsis/solicitation for sixteen (16) brand-name only Champion Tool Storage trailers to support the B-21 Program at Ellsworth AFB, SD

Quote Preparation Instructions:

1.1. To assure timely and equitable evaluation of offers, offerors must follow the instructions contained herein. Failure to meet a requirement may result in a quote being ineligible for award. Quotes must contain all parts in accordance with Addendum 52.212-1 and the attached salient characteristics. By submission of its quote, the offeror agrees to hold the prices firm for 90 calendar days from the closing date. Vendors shall submit only one quote as the Government will review only one quote per vendor. 1.2. All submissions shall reference the solicitation number: FA469026Q0049. Quotes must be received via email no later than the date and time reflected in Box 8 of the Solicitation document, Standard Form (SF) 1449. 1.3. Direct any questions or concerns you have to SSgt Connor Thompson. All questions and Request for Information (RFIs) must be in writing and shall be emailed to connor.thompson.2@us.af.mil, any questions will not be answered via phone. Verification of receipt will be emailed back to each vendor. If verification is not received, vendors may contact SSgt Thompson at 605-385-2182. All questions must be submitted no later than 1:00 PM MDT, 11 September 2026. 1.4. Quotes shall be organized as indicated in Paragraph 2 and submitted via email prior to the time set for quote closing. Quotes shall be emailed to connor.thompson.2@us.af.mil. Verification of receipt will be emailed back to each vendor. If verification of receipt is not received, offerors may contact SSgt Thompson at 605-385-2182. All quotes must be submitted no later than 1:00 PM MDT, 17 September 2026. Hardcopy submission of the initial quote packages via hand-delivery or U.S. Postal mail will not be accepted.

2. General Format and Content:

The offeror shall submit the following completed quote of material via email. To be considered responsive, the completed RFQ shall consist of the following:

a. Completed and signed RFQ (SF 1449) to include any and all signed amendments issued, and CLIN 0001 / 0002 pricing.

b. Technical breakdown of equipment that confirms quoted specifications align with the provided Salient Characteristics/ Drawings.

c. Filled in Representations and Certifications.

d. Any other fill-in clauses and provisions that are included in the different sections of this solicitation.
