The General Services Administration (GSA), Public Buildings Service, PBS Centralized Acquisition Services IDV - East, is seeking proposals for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for general construction services in the D.C. Description

Set-Aside: The Procurement will be a Total Small Business Set-Aside with Reserves. Reserves will be allocated for 8(a), HUBZone, Women-Owned Small Business (WOSB), and Service Disabled Veteran Owned Small Business (SDVOSB). More detailed information regarding the Reserves will be released with the Solicitation. 

Small Business Size Standard: $45M

This is a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract that provides for an indefinite quantity of supplies or services during a fixed period. The GSA intends to award multiple contracts for General Construction Services. After award of the IDIQ all awardees will be provided fair opportunity in accordance with FAR 16.507-2 for discrete construction projects where task order will be issued based on selection criteria established at the ordering level, unless an exemption exists in accordance with FAR 16.507-6.

The General Contractor (GC) shall serve as the single point of responsibility and must supervise, administer, coordinate, perform, and contract all management, labor, materials, equipment, and construction activities required to successfully execute each assigned project. Construction services will be required to be performed at federally owned and leased locations. The operational scope encompasses comprehensive general construction, repair, alteration, and modernization services for existing real property facilities. The General Contractor (GC) shall supervise, administer, perform, and contract all construction activities required to complete a project. Construction services include, but are not limited to office construction and/or renovations/repairs, office space renovations, MEP (Mechanical/Electrical/Plumbing) repairs/modifications/replacement, fire sprinkler systems repairs/modification/replacement, sitework, exterior construction repair and alterations (including facades and roofs), demolition (including abatement of hazardous materials), elevator modernizations, work in technically sensitive environments like laboratories, SCIF’s etc., work in high-security data centers and critical infrastructure control systems, construction work in high security buildings, as well as any other general construction activities. The scope will include design-build services. 

The GC may be required to utilize the following delivery methods to deliver projects for the GSA:

1. Design/Bid/Build (DBB) Traditional

2. Design/Build (D/B)

The primary geography will cover:

-All of Washington, D.C. -Virginia: Arlington County, Fairfax County, Loudon County, Independent Cities of Alexandria, Fairfax, and Falls Church -Maryland: Montgomery County, Prince George's County 

The Government may expand the geography via modification. Those parameters will be detailed in the soliictation. 

The Maximum Ordering Limit (MOL) for this contract vehicle is $500,000,000.00. Meaning the cumulative total for all task orders awarded to all contractors over the life of the contract (5 Years) is not anticipated to exceed $500,000,000.00. There is no MOL per contractor or per performance period. 

The general task order range will be between $350,000.00 and $10,000,000.00. The Government may issue task orders outside that range, but Contractors are not obligated to fulfill orders outside that range. 

There will be a base period of one (1) year, and there will be four (4) option periods of one-year each, for a total possible performance period of five (5) years.

The government intends to award approximately eighteen (18) contracts. However, the Government reserves the right to make more, fewer, or no awards, depending on the results of the evaluation, availability of funding, and the Government’s needs. 

Award Methodology

This solicitation will be executed pursuant to Federal Acquisition Regulation (FAR) 15.103-3 (RFO-2025-15), Highest technically rated with a fair and reasonable price approach.  Pursuant to FAR Clause 52.215-1 Instructions to Offerors-Competitive Acquisition, and FAR 15.203 (RFO-2025-15), the Government intends to evaluate proposals and make competitive awards without negotiations with offerors although it reserves the right to negotiate should it be determined to be necessary. Competitive proposals shall be evaluated and assessed based on the factors specified in this solicitation.  For this solicitation, all evaluation factors other than cost or price, when combined, are significantly more important than price.

The Technical Evaluation Factors will be:

Prior Experience Past Performance Evidence of Bonding Capacity: Go/No Go. (Minimum- $10M per project)

Prior Experience is relatively more important than Past Performance.

More detailed information regarding the technical factors and award methodology will be included in the solicitation.

Awards are anticipated to be made in February of 2027. 

Pre-Proposal Conference:

A virtual pre-proposal conference is expected to be held approximately 10 days from the issue date of the solicitation.  Additional details on the pre-proposal conference will be provided with the solicitation when released.  All qualified small businesses are highly encouraged to attend.  The instructions and necessary details about the conference will be provided with the solicitation.

The Solicitation will only be available electronically.  The solicitation is expected to be available on or about Friday, September 25, 2026.  The solicitation can only be obtained by accessing SAM.gov. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information.  Potential offerors must be registered in SAM.gov.  More detailed information will be released with the solicitation.
