The Florida Division of Emergency Management (FDEM) is seeking multiple vendors to provide comprehensive logistics and operational support for statewide Non-Congregate Sheltering (NCS) and State-Managed Direct Housing (DH) programs. - Government Buyer: - State of Florida, Division of Emergency Management (FDEM), Recovery Bureau - Products Requested: - Travel trailers (sleeps 2, 4, 6, and UFAS-compliant) - Manufactured Housing Units (MHUs) (1, 2, and 3-bedroom) - Installation and deactivation materials (ramps, stairs, sewer/water lines, power poles, pedestals) - Staging area equipment and security - Services Requested: - Program management, technical support, and constituent services - Staging yard operations and 24/7 security - Feeding operations for hotel clients (including dietary restrictions) - Transportation, installation, and deactivation of travel trailers and MHUs - Field inspections, permitting, and site feasibility assessments - Preventive maintenance, repairs, and operation of a 24/7 maintenance contact center - Trade labor (electricians, plumbers, carpenters, equipment operators, etc.) - Inventory management, personal property handling, and emergency deactivation - Unique/Notable Requirements: - Vendors must provide pricing for all listed positions and services for both an initial 3-year term and a possible 3-year renewal - Detailed staff qualifications and experience required for key roles - Services are to be provided on an as-needed basis anywhere in Florida, with no guaranteed quantities - Strict compliance, reporting, and operational standards - OEMs and Vendors: - No specific OEMs or manufacturers are named; vendors are expected to source and provide compliant travel trailers and MHUs - Staffing: - Key positions include Program Manager, Technical Lead, Inspectors, Contact Center Agents, and various trade specialists - All staff must meet specified experience and licensing requirements
Description
The Florida Division of Emergency Management is issuing a Request for Proposal (RFP) to establish contracts with multiple Contractors for logistical support related to Non-Congregate Sheltering (NCS) and/or State-Managed Direct Housing (DH). The scope includes hoteling, feeding, staging area operations, travel trailers, manufactured housing units, haul and install, unit deactivation, and a 24/7 maintenance contact center. Contractors will operate at the discretion of the Agency and may be requested to provide assistance statewide.
