The City of Riverside Parks, Recreation & Community Services Department is seeking bids for the replacement of floor coverings at the Janet Goeske Senior Center. - Scope of Work: - Removal and installation of vinyl plank flooring across approximately 15,450 square feet in multiple rooms: lobby, halls/corridors, dining area, Ken Calvert Room, Rooms D and E, Bob Buster Room, and Billiard Room. - Includes subfloor preparation, moisture testing and suppression, installation of transition strips, ADA-compliant thresholds, door adjustments, and cleanup. - Professional re-leveling of pool tables required in the Billiard Room. - Contractor Requirements: - Must hold a valid California C-15 Flooring and Floor Covering Contractors license. - Compliance with HUD CDBG funding requirements, prevailing wage laws, Build America, Buy America Act (BABAA), and federal labor standards. - Mandatory in-person pre-bid meeting for prime bidders and subcontractors. - Bid security of 10% required; performance and payment bonds, non-collusion declaration, and adherence to City customer service standards. - Procurement Details: - No specific OEMs or product brands mandated; City-approved equals permitted. - All bids submitted electronically via PlanetBids portal. - Schedule: - Base bid work must be completed within 30 calendar days after Notice to Proceed; additive bid items may extend total duration up to 65 calendar days. - Liquidated damages of $250 per day for late completion. - Project is funded by Community Development Block Grant (CDBG) funds and subject to federal requirements.
