Community Solar Outreach & Subscriber Management Consultant Services Procurement

The City of East St. Louis is seeking independent contractors to support its Community Solar Initiative, funded by the Illinois Department of Commerce and Economic Opportunity (DCEO) Equitable Energy Future Grant. - Government Buyer: - City of East St. Louis, Office of the City Clerk, Purchasing Department - Services Requested: - Community Solar Outreach and Subscriber Management Services - One Lead/Supervisor contractor - Two Outreach & Subscriber Management contractors - Key responsibilities: - Community outreach and public engagement - Customer service and program enrollment - Subscriber record maintenance and reporting - Coordination and supervision (Lead/Supervisor) - Unique Requirements: - Demonstrated experience in outreach, communication, and data management - Participation in Climate and Equitable Jobs Act (CEJA) and Future Energy Jobs Act (FEJA) workforce development programs - Ability to attend evening/weekend events and provide reliable transportation - Submission of cover letter, résumé, references, CEJA/FEJA documentation, vendor forms, W-9, and disclosure affidavit - No specific OEMs or commercial vendors are named; focus is on professional services for renewable energy outreach and subscriber management

The City of East St. Louis is soliciting Statements of Qualifications from qualified independent contractors to provide Community Solar Outreach and Subscriber Management Services supporting the City’s Community Solar Initiative funded through the Illinois Department of Commerce and Economic Opportunity (DCEO) Equitable Energy Future Grant. The City intends to select three independent contractors: one Lead/Supervisor and two Community Solar Outreach & Subscriber Management Contractors. The contractors will work under a coordinated scope of work in support of the City’s Community Solar Initiative. Applicants must demonstrate experience in community outreach, public engagement, customer service, program enrollment, or related work, along with strong communication and organizational skills.
